General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical conditionPossession of a valid automobile driving license and ability to drive using manual transmissionAbility to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

Frist-level university degree in journalism, international relations or related field, media studies or professional certification in journalism;Experience in project management;Experience in working in or with the media;Excellent project management and interpersonal skills.

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in a relevant area

Experience:

Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

Excellent command of project cycle management from project development through monitoring and evaluation including financial and narrative reporting;Experience in media development, including professional background in media and/or training and in donor and civil society co-ordination;Minimum 3 years of managerial experience with proven ability to supervise staff;Professional fluency in the English language, both oral and written;Demonstrable organizational, analytical, communication and interpersonal skills;Flexibility and ability to work under pressure of tight deadlines;Ability to operate windows applications, including word processing and e-mail;Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Desirable:

Working knowledge of Russian and/or Tajik language, both oral and written;Previous field experience in international organizations;Experience in journalism education development and modernization;Knowledge of the regional political situation and the legal environment of the mission area;Demonstrated mediation and negotiation skills.

Tasks and Responsibilities

Under the overall supervision of the Head, Human Dimension Department, the successful candidate will be tasked with the following duties:

Managing the day-to-day operations of the Media Unit;Initiating, planning, organizing and implementing projects to improve capacities of local media and journalists to bring them in line with OSCE standards;Monitoring, analyzing and reporting on media activities, freedom of expression and freedom of media to promote the full compliance with OSCE principles and commitments regarding the freedom of the media;Advising the Office and informing counterparts on the OSCE strategies regarding media legislation, media development, protection of journalists' rights, freedom of media and freedom of expression;Preparing Unit's contributions to the annual departmental budget, programme outline, project implementation plan and project implementation;Reviewing activity reports and other draft texts;Establishing and maintaining contacts with national and local Tajik authorities, universities and research institutions, international organizations, embassies of foreign countries, Tajik and international Non-Governmental Organizations (NGOs);Maintaining close co-ordination, in particular, with the Office of the OSCE Representative on Freedom of the Media;Managing two national staff members;Performing other related duties as required.
