Background:

The OSCE Mission in Kosovo (the Mission) is working on a project to enhance the strategic and operational capacities, and human rights compliance within security sector institutions. The project focuses on the Ministry of Internal Affairs (MoIA), Kosovo law enforcement institutions (KP, PIK, KCS, KPS, KAF) by providing specialized trainings, workshops, and supporting the implementation of local strategies to improve operational efficiency in fighting criminal activities and strengthening the sub-legal framework.

The main goal is to empower security sector institutions, police, forensics, police oversight, and correctional services through:

  • Enhancing operations in forensics, oversight mechanisms, re-integration;
  • Improving the ability to tackle serious and organized crime;
  • Enhancing responses to hate crimes and VERLT.

At the request of the Kosovo Police, the OSCE Mission seeks a consultant to provide a five-day training to 20 officers from the KP Internal Investigations Directorate on research and analysis methods to improve their professional capabilities in producing disciplinary reports.

The consultant will also focus on enhancing participants' skills in discipline-related scenarios and report writing.

Objective of Assignment:

To empower KP internal investigation officers with research and analysis skills to elevate professional standards in discipline-related reporting.

Duration of Assignment:

8 working days.

Tasks and Responsibilities:
  • Conduct pre-training evaluation;
  • Develop training methodology, agenda, materials;
  • Deliver a five-day advanced training;
  • Conduct post-training evaluation;
  • Produce final consultancy report.
Deliverables:
  • Submit draft presentation, agenda, and materials by 22 June;
  • Incorporate managers' comments and submit final version by 01 July;
  • Conduct five-day training from 08-12 July;
  • Deliver final evaluation results by the end of the activity;
  • Provide a final consultancy report by 30 July.
Necessary Qualifications:
  • Bachelor's degree in law, social sciences, or police studies;
  • Minimum five years of training experience in research and analysis;
  • Experience in training law enforcement agencies;
  • Previous work with international organizations;
  • Knowledge of Kosovo context is a plus;
  • Cultural sensitivity and professional judgment;
  • Experience in capacity-building roles is an asset;
  • Ability to work effectively in diverse teams.
Remuneration Package:

Compensation based on qualifications, experience, tasks, and deliverables.
