Background:
**This vacancy is exclusively for secondment, and participating States must cover all costs related to assignments at the Secretariat.

Seconded staff members in the OSCE Secretariat and Institutions do not receive a Board and Lodging Allowance from the Organization.**The OSCE has a holistic approach to security that covers politico-military, economic, environmental, and human aspects.

It deals with various security concerns such as arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism, and economic and environmental activities.

All 57 participating States have equal status, and decisions are made by consensus on a political, non-legally binding basis.


The OSCE Secretariat in Vienna supports the Chairpersonship's activities and offers operational and administrative assistance to field operations and other institutions as needed.


The Office of the Secretary General (OSG) plays a vital role in assisting the Secretary General in effectively carrying out his/her mandate and specific tasks assigned by the OSCE participating States.

This involves supporting the Secretary General's activities, acting as a liaison and support point for the Chairperson-in-Office, and coordinating tasks across the Secretariat.

It encompasses services like Executive Management, Communications and Media Relations, Legal Services, External Co-operation, Security Management, Gender Issues, Conference and Language Services, Central Records Management, and oversees the OSCE Document Centre in Prague (DCiP).

The OSG ensures the efficient coordination of policy advice for the Secretary General and the Chairpersonship, as well as management decisions made by the Secretary General.


Tasks and Responsibilities:
  • Offering expertise and guidance to field operations, institutions, and Secretariat departments on integrating a gender perspective consistently and systematically into their programs and projects, especially in the OSCE human dimension of security, including addressing gender-based violence, and cross-dimensional issues; creating awareness for gender mainstreaming and encouraging the use of available tools and instruments for gender mainstreaming;
  • Providing advice and inputs on key gender equality issues, including to senior management; advising and guiding OSCE structures, particularly the field missions, on incorporating gender mainstreaming in internal staff regulations;
  • Assisting in designing and implementing projects related to gender equality for field operations, institutions, and Secretariat departments; monitoring their activities in line with OSCE commitments on gender equality and the focus areas of the 2004 OSCE Action Plan for the Promotion of Gender Equality; developing and executing projects and initiatives to promote gender equality within the Gender Issues Programme (GIP);
  • Contributing to creating training materials for staff and enhancing capacities in mainstreaming gender across various issues and in the human dimension;
  • Handling other relevant tasks as assigned.

Necessary Qualifications:
  • First-level university degree in gender studies, women's studies, social sciences, political sciences, law studies, human rights, international relations, or a relevant field;
  • Minimum of six years of professional experience in gender issues, human rights concerning gender equality, combating violence against women, and women's empowerment;
  • Demonstrated experience in program management within bilateral or multilateral development or other organizations, including field operations;
  • Experience in applying international texts and conventions related to gender equality and concepts of technical cooperation;
  • Experience in supporting human rights commitments and international practices in preventing and addressing gender-based violence and promoting women's empowerment;
  • Experience in applying gender analysis methodology, gender audits, and gender mainstreaming;
  • Ability to analyze and evaluate a broad spectrum of gender-related matters using conceptual and strategic skills;
  • Demonstrated gender awareness, sensitivity, and capability to integrate a gender perspective into tasks and activities;
  • Proficient in English with excellent communication skills, both spoken and written; working knowledge of Russian is advantageous;
  • Capable and willing to work collaboratively with individuals from diverse cultural, religious, and political backgrounds, while maintaining impartiality and objectivity;
  • Proficient in computer skills and the use of Microsoft Office tools (Outlook, Word, Excel, and PowerPoint), as well as internet research.
