Background:

This role is available for secondment only. All costs related to the assignment at OSCE/ODIHR must be covered by the respective nominating authority. Participants should verify with their nominating authority the financial remuneration and benefit packages offered. OSCE takes a comprehensive approach to security, covering politico-military, economic, environmental, and human aspects. It addresses various security concerns such as arms control, human rights, combating human trafficking, and more.

The Office for Democratic Institutions and Human Rights (ODIHR) is the primary institution within OSCE responsible for the human dimension. This role involves assisting participating States in developing methodologies for collecting data on hate crimes. It also includes strengthening assistance programs and early warning functions related to hate-motivated incidents.

One of the two positions available involves covering different parts of the OSCE region related to hate crimes. The appointed individuals will collaborate closely and be able to support each other in case of absence.

The incumbent plays a strategic role in the Tolerance and Non-Discrimination Department (TND) by preparing the annual ODIHR report on hate crimes. They also propose activities to assist participating States based on the report's findings and recommendations.

Tasks and responsibilities:

Provide legislative and policy assistance on hate crimes; monitor and analyze hate crimes in the OSCE region; develop and implement capacity-building activities; Lead the preparation of ODIHR's annual Hate Crime Report; inform TND strategy on hate crime; propose and assist with developing publications and toolkits;Ensure optimal coordination with relevant actors; contribute to international policy on hate crimes; represent ODIHR in expert discussions and meetings;Perform other related duties as assigned.

Education and Experience:

First-level university degree in relevant fields; at least six years of international experience in human rights; understanding of hate crime issues; practical experience in monitoring and reporting hate-motivated incidents;Excellent drafting skills; knowledge of human rights standards; experience in project design, implementation, and evaluation; training experience required;Ability to work under pressure, meet deadlines, and work in a team;Computer literacy with experience in Microsoft applications; excellent English skills;Demonstrated gender awareness and sensitivity;Field experience or experience with international organizations is desirable.
