Organizational Setting


The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons.

The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.


The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.


Operations Divisions, and the Office for Verification in Iran, perform and document safeguards verification activities and conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments.

These teams implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

Main Purpose


The Senior Safeguards Technology Expert (Statistical Data Analysis) leverages their understanding of the various aspects of sensitive science and technology related to their area of expertise to deepen the IAEA's understanding of nuclear proliferation concerns related to both indigenous R&D and technology transfer and trading.

She/he provides expertise in their field, evaluates related information and advises on verification of nuclear proliferation issues related to her/his expertise.

Role

Reporting to the Section Head, the Senior Safeguards Technology Expert (Statistical Data Analysis) is:
(1) An expert of nuclear material accountancy (NMA) with strong background and extensive experience in the area of statistical information analysis and safeguards measurement techniques for full range of nuclear fuel cycle (NFC) facilities, who advises the senior management on the most effective probabilistic and non-statistical methodologies in safeguard system design; leads the teamwork on examination and quality control of NMA procedures, measurement systems, and records/reports to the best practice of IAEA safeguards; organizes the work on conducting, drawing conclusions, and following up on material balance evaluations (MBE) of bulk handling facilities of complexities and sensitivities in material accounting to the highest standard of quality in the Safeguards Department; supervises the teamwork on developing and implementing statistical methodologies and software solutions for the analysis of declared data and Destructive Assay (DA)/Non Destructive Assay (NDA) verification results; and liaisons with other divisions in the department to authorize and deploy enhanced measurement techniques to address specific verification challenges;
(2) A Coordinator of SGVI Technical Review Group on Nuclear Material Analysis and Evaluation (TRG-NMAE) to implement DA samples and Environmental Samples (ES) related techniques for the verification and monitoring of nuclear material (NM) and activities in the country, taking a leading role in the area of ES/DA samples evaluation, NM and other material characterization, NM flows and inventories analysis, and COMPUCEA measurements results evaluation;
(3) A key contributor to the State Evaluation and to the quarterly DG's report to the Board of Governors (BoG) on JCPOA implementation, in particular the preparation of NM flow and inventory; review of NMA related State declarations and IAEA verification results; monitoring of the enriched uranium stockpile; and timely provision of the relevant inputs to support the quarterly DG's reports to the BoG;
(4) An authoritative advisor to Senior Management on NMA and ES analysis arising from ad-hoc requests; and
(5) A liaison officer with other Safeguards divisions, in particular with SGIM and SGAS, and with the State authority or facility operators on NMA and ES analysis results issues.
