Organizational Setting

The Division of Budget and Finance (MTBF) manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.

The Finance and Accounting Section maintains and monitors all accounts for the IAEA, monitors and reports on the receipts of assessed and voluntary contributions, and prepares the IAEA's financial statements and other reports to the governing bodies and Member States.

Main Purpose

The IAEA's financial statements are prepared based on the International Public Sector Accounting Standards (IPSAS) as issued by the IPSAS Board (IPSASB). The IAEA implemented IPSAS in 2011. Since then, new standards and revisions to existing standards have been issued.

In addition, and in line with MTBF's thrust to improve business processes, a review of the financial reporting and general accounting processes has been launched, some functionalities of the Enterprise Resource Planning System (ERP) are being further automated with a view to streamlining the preparation of the financial statements.

Under the general guidance of the Unit Head, the Consultant will assist with the implementation of the new IPSAS standards, support the Unit's initiative to further automate financial reports and functionalities in the ERP and update the relevant documentation.



Functions / Key Results Expected

Under the general guidance of the Unit Head, General Accounting Unit, the Consultant will:

  • Perform account and data analysis required to implement newly issued IPSAS;
  • Assist in assessing the financial reporting impact of newly issued IPSAS;
  • Assist in the testing of newly developed ERP functionalities and reports;
  • Update the Accounting Manual accordingly.

Qualifications and Experience

Bachelor's Degree – University degree in Finance, Accounting, Business Administration, or related field;

Chartered Accountant, Certified Public Accountant, ACCA, etc. certification or in process;

Minimum of 1 year of relevant work experience;

Excellent computer skills in MS Office applications, especially Excel;

Good communication skills both written and oral; and

Experience with Oracle or any other ERP.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 170, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
