This role is based in the Group of independent experts focusing on human rights in Belarus (known as the Group of independent experts on Belarus) following Human Rights Council Resolution A/HRC/55/L.24, situated in Vienna, Austria. The individual selected will report directly to the Investigation Team Leader and be under the supervision of the Coordinator of the Secretariat of the Group of independent experts on Belarus.

Responsibilities

Within given authority, the Human Rights Officer/Investigator will undertake the following tasks:

  • Research, gather, and analyze information and documents related to human rights and international criminal law matters as needed by the mandate.
  • Conduct investigations, including interviews with victims and witnesses, to validate allegations of violations of international human rights and international criminal law specified in the Group of independent experts on Belarus' mandate.
  • Monitor trends and patterns of violations promptly.
  • Utilize monitoring tools and various sources, such as open sources and satellite imagery, for geolocation of incidents and to verify the authenticity of collected materials and testimonies.
  • Identify alleged perpetrators following agreed-upon methods of information collection.
  • Participate in and coordinate missions to violation sites or other necessary locations.
  • Ensure protection measures are in place for victims and witnesses cooperating with the Group of independent experts on Belarus, following the established procedures and 'do no harm principle'.
  • Securely store and preserve investigation-related information and documents in compliance with the Group of independent experts on Belarus' protocols.
  • Conduct preliminary analysis of gathered information and draft analytical documents, including gender analysis.
  • Contribute to relevant sections and reports for the Group of independent experts on Belarus.
  • Integrate gender perspective and gender-sensitive approaches throughout the investigation, analysis, and report drafting.
  • Perform other associated duties as necessary.

Education

  • Hold an advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences, or a related field. Alternatively, a first-level university degree with two additional years of relevant experience may be considered in place of the advanced degree.

Work Experience

  • Minimum of five (5) years of progressive experience in human rights, with at least two (2) years focused on investigations of violations of international human rights law, international humanitarian law, or international criminal law. Previous experience in the region is advantageous.

Languages

  • English and French are the principal languages at the United Nations Secretariat. Proficiency in English (both verbal and written) is mandatory for this role. Proficiency in Russian is a plus. Knowledge of another UN official language is beneficial.
