The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.


The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.


The QFD is an organisation that is focused on reframing the department’s relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.

Purpose of the role

The Strategy and Services branch provides well considered strategic and whole-of-department policies, programmes, and initiatives to grow and enhance the human capital of the department. The branch works to improve the end-to end workforce experience by providing strategic and value-added people-focused programs and services, as well as initiatives to attract and recruit our people, develop our people, and retain and support our people, and provide solutions focussed people and culture policy, program and service delivery that assist the departments leadership and services to sustain a positive working environment and employee engagement to build an inclusive and diverse workforce.

Reporting directly to the Chief Human Resource Officer, you will provide strategic leadership and direction in the effective functioning of the branch with a focus on proactive improvement strategies and early intervention as well as the effective and efficient delivery of human resource services including payroll and recruitment and drive programs and initiatives relating to the diverse nature of the department's workforce. You will lead by example and fulfil the responsibilities of this role in accordance with QFES values and behaviours, with a relational approach, and with a trauma informed approach in dealing with sensitive and complex matters. You will lead or manage specialised projects to ensure achievement of key business or client outcomes, and all aspects of project planning, resources, timeframes deliverables, risks and stakeholder management meet strategic and organisational objectives.

  • Qualifications or experience commensurate of the role in human resource management, leadership, management, or similar disciplines.
  • Experience in delivery human resource services to organisations with complex award and certified agreement arrangements.
Your key accountabilities

Your part in the ongoing success of our department, in providing key frontline services will see you responsible for a variety of work, including, but not limited to:

  • Lead by example and fulfil the responsibilities of this role in accordance with QFES values and behaviours and participate as an active member of the People and Culture leadership team setting clear direction and vision, aligned to the organisation’s strategic objectives.
  • Provide high-level expertise to drive change to the people and culture directorate, and ensure the reputation of the branch and organisation is protected through proactive risk management, leadership, and transparent and accountable decision making. 
  • Lead, collaborate and ensure appropriate governance, and manage the end-to-end process of human resource services and recruitment framework services ensuring they are undertaken in a fair, transparent and timely manner. 
  • Lead and implement high-quality qualitative and quantitative reporting, performance indicators and measurement tools to analyse and evaluate human capital data, recommend change options, and implement agreed improvements. 
  • Manage and respond to a range of high-level departmental and ministerial correspondence, briefing notes and communication materials from internal and external clients and stakeholders, in accordance with departmental requirements and governance.
  • Provide high-level support and strategic advice to executive management on contemporary and emerging human capital issues and trends, and represent the department at forums, fostering collaborative partnerships to share information and co-delivery of systems, and ensure positive outcomes.
  • Take a strategic, solutions focussed approach to client and stakeholder engagement, and develop and maintain excellent stakeholder relationships to ensure positive outcomes and achieve organisational and government objectives.
  • Develop and inspire a culture which fosters collaboration, evidence-based decision making, innovation and performance orientation, where people are passionate about their work and take personal accountability for their actions.
