Melbourne, Österreich State Government of Victoria, Australia Vollzeit

Occupation: Communications, Marketing and Media

Reference: VG/1795171

The Department of Health plays a critical role in the Victorian health system and is responsible for shaping it to meet the health needs of all Victorians. We’re focused on supportingVictorians to be as healthy as they can; whether through alerting them to seasonal risks like thunderstorm asthma, notifying them of contact with communicable diseases, safeguardingtheir drinking water, developing the best health, wellbeing and care facilities in the world, being at the forefront of mental health and wellbeing treatment or accelerating medical research. It’sall part of the way we partner with the community to help every individual lead a healthy life.

About the role:

The Digital Program Lead is responsible for leading the delivery of strategic digital and technical website projects for Safer Care Victoria (SCV), an administrative office of the Department of Health which is responsible for clinical and professional leadership, safety, improvement and engagement in the Victorian public health system.

This role is the primary contact for the Communications and Engagement branch, for internal and external stakeholders for the SCV website, and builds relationships across the department, identifying opportunities to support strategic objectives on SCV digital channels.

This role oversees the planning, execution, and successful completion of complex internal and public facing digital and technical initiatives, ensuring alignment with Safer Care Victoria's strategic goals, efficient resource allocation, stakeholder communication, and the delivery of high-quality, on-time digital products.

The position requires the incumbent to deliver a number of strategic outcomes for SCV, including the creation of a Digital Strategy, introduction of content governance and digital risk management, establish distributed authoring, and other activities as required by the SCV Senior Leadership Team and the Director Marketing, Communications and Engagement.

This position entails overseeing the job management system and tasks, primarily handled by the Senior Digital Content Advisor, who reports directly to this role. You'll assist the Senior Digital Content Advisor in prioritising requests and distributing tasks efficiently to meet SCV's strategic goals. This involves collaborating with internal stakeholders to grasp SCV's key priorities and ensuring clear communication of realistic timeframes and budgets. Additionally, you'll communicate any misaligned requests with SCV's leadership team or the Director Marketing.

The position requires the incumbent to have a high degree of strategic and technical understanding to enable SCV's digital assets to deliver against the organisation's communications and engagement, stakeholder management, quality management and reporting requirements. It requires the ability to work independently, be proactive in aligning digital assets to SCV's strategy and annual plan, and actively contribute to the development of a culture of excellence, accountability, responsiveness and flexibility.

The successful applicant will possess a high level of drive and commitment, integrity and resilience and be able to build trust through consistent actions, values and communication. Exceptional ICT project management, highly experienced in digital strategy development, content strategy and management, vendor management, testing, reporting and stakeholder engagement skills are required.

This role also provides critical support to the Director Marketing, in the development of the Department of Health's digital strategy, working collaboratively with the Head of Digital Content Strategy and Head of Digital Development and Platforms to deliver this priority project.

As appropriate, they may also be required to provide support to other teams across the Branch as and when needed, including participating in out of hours media and emergency rosters, providing support for public emergencies, large-scale communications campaigns, and other high priority projects with a digital component, contributing to the effective management of work across the Communications and Engagement Branch and department.

About us:

At the Victorian Department of Health we want a future where Victorians are the healthiest people in the world. A Victoria where our children and people thrive, our workplaces are productive and safe, and our communities are more connected.

We see it as our job to support Victorians to stay healthy and safe. And to deliver a world-class healthcare system that ensures every single Victorian can access safe, quality care that leads to better health outcomes for all.

Suitable applicants will be able to demonstrate:

  • Plan and manage the delivery of digital content services for the SCV website to meet program objectives within specific budget allocations and timelines, community expectations and stakeholder business requirements.
  • Deliver strategic digital and technical projects for Safer Care Victoria, to agreed timeframes and budget, adhering to WOVG digital standards and guidelines.
  • Lead the delivery of the digital strategy for Safer Care Victoria digital assets to ensure they align with the organisation's and the departments strategic plans and achieve organisational objectives
  • Manage end-to-end procurement activities for digital service delivery, including (but not limited to) software development, analytics, visual design, content development, security and accessibility.
  • Manage the contracts and performance of an ecosystem of delivery partners to ensure they deliver quality outcomes based on the contractual and service level requirements.
  • Ensure other SCV led digital assets are integrated with Safer Care Victoria's wider brand positioning and provide advice as required, where relevant
  • Maintain project management artefacts including the monitoring and identification of risks, issues, dependencies, and financials (forecasts, actuals, variance), and manage reporting of the project's status to the website's governance layer and departmental reporting where required.
  • Oversight of the job management system, leading the Senior Digital Content Advisor to triage requests and manage work allocation.
  • Collaborate with key stakeholders on SCV and department priorities, providing realistic timeframes for project deliverables and direction for when a project task needs to be outsourced to an external supplier to meet timeframes.
  • Develop strong relationships with internal and external stakeholders (technical and non-technical) to manage a broad range of stakeholder requests across a complex organisation and negotiate, influence and resolve competing views to achieve strategic aims in line with departmental priorities and best-practice digital solutions.
  • Improve the user experience of the departments websites in collaboration with the Digital Content and Digital Development and Platform teams, providing advice and expertise to deliver effective project outcomes.
  • Advocate for best practice digital content and communications across all facets of digital product management and development.
  • Develop, implement, maintain and monitor policies, standards, guidelines and online business processes (including content governance, distributed authoring and workflows), relating to the department's and SCV digital environment.
  • Deliver strategic digital project tasks as directed by the Director Marketing, Communications and Engagement.
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements
