Mount Isa Water Board (MIWB) supplies bulk water to industrial customers and portable water to Mount Isa City Council, supplying water to Mount Isa City Council. The Role

The Lead - R48 Reserve, manages the operational and maintenance activities associated with the R48 Reserve. The primary duty is responsibility for supervising the land managers.

MIWB acts as trustee for the reserve, including Lake Moondarra, on behalf of the Department of Natural Resources and Mines, and is responsible for the day-to-day management of recreational facilities within the reserve.

This is a practical hands-on, field-based role and from time to time the Lead - R48 Reserve may be required to assist the work team with physical work activities when the need arises. 

The Lead - R48 Reserve also provides input into the preparation of annual operational plans, longer-term strategic land management plans, asset management strategies, business plans, policies and procedures, projects, and processes to ensure MIWB’s effective land management as a trustee of the Reserve at the local level. 

The 11,000-hectare R48 Reserve is a high-profile community asset, so the Lead - R48 Reserve will collaborate with cross functional teams, including the Strategic Asset Management Lead, asset engineers, water quality advisors, and internal stakeholders, to ensure successful day to day operations and planning outcomes – including meeting community expectations where possible - for the R48 Reserve. 

The Lead - R48 Reserve will have effective skills in people management, relationship management, personal organisation, and a commitment to providing best practice customer service management to the community of Mount Isa. 

Responsibilities of the Role

Strategic Asset Management

  • Ensure organisational compliance with the R48 Reserve Trust Land Management Plan, in accordance with the Land Act 1994.
  • Assist MIWB’s asset management capability to support the achievement of strategic outcomes by providing operational knowledge and experience into the asset management capacity building process. 
  • Assist in developing a R48 Reserve long-term asset management expenditure requirement to maintain operations viability and meet customer value expectations. 
  • Integrate asset management with other key land management activities, including asset planning, organisational risk, customer expectations, health and safety, land management operations, and land management budget planning.
  • Assist in collecting and collating necessary data to support strategic planning for the development, enhancement, and maintenance of the Reserve and associated assets. 

Asset Management, Governance and Risk

  • Contribute to and support the Strategic and Technical Committee (SATC) to provide governance over the Asset Management Strategy, compliance against the Asset Management Framework and delivery of customer expectations.
  • Provide operational input to ensure audits and maturity assessments are undertaken to confirm that R48 management policies, procedures, and systems are aligned with relevant acts, model bylaws, and regulations. 

Operational Management

  • Provide technical, and operational advice into asset management processes (incl. fire, invasive species, visitor management, asset management, and risk management) in relation to the R48 Reserve and contribute to the building and maintenance of appropriate operational systems and processes. 
  • Mentor and instruct field staff in the access and effective application and adherence to policies, procedures, standards, and manuals ensuring regulatory compliance and management of risk. 
  • Coordinate the planned maintenance schedules and officer activities for the Reserve to ensure compliance with all relevant legislation, corporate policies, and community expectations. 
  • Work with the General Manager Operations to develop, implement, monitor, and report on work plan schedules and workflow.
  • Manage equipment purchases, repairs, and maintenance.
  • Overseer WHS including daily safety pre-starts, toolbox talks, incident reports, health & wellbeing.
  • Resolve escalated customer and procedural issues by providing expert advice and exercising judgement and initiative, reporting back on customer liaison outcomes and service enhancement opportunities resulting from these interactions.
  • Ensure the optimal use of team resources by developing and delivering on the job staff training and coaching and work with officers on annually agreed personal development initiatives.
  • Ensure effective and equitable leadership and supervision of staff, applying human resources policies and procedures, including undertaking employee performance management processes where necessary. Manage incidents in accordance with MIWB incident management procedures.

Budget and Cost Control

  • Provide on the ground knowledge input into assisting with annual budgets and develop work plans ensure that activities operate within defined budgetary constraints. 
  • Collaborate with external contractors, consultants, and suppliers to procure necessary resources, equipment, and services for R48 Reserve operations and maintenance.
  • Negotiate contract terms and conditions, and successfully engage appropriate service providers/suppliers for R48 Reserve works and recurrent projects in accordance with MIWB Procurement Policy.
  • Ensure agreed contracts are adhered to and obligations are met in accordance with MIWB requirements through contract auditing and reporting.
  • Review and approve invoices, change work orders, and payment requests from contractors and vendors in a timely manner. 

Stakeholder Engagement and Management

  • Liaise with government agencies, community representatives, and other stakeholders to address concerns, provide updates, and maintain positive stakeholder relationships in relation to R48 Reserve operations and maintenance.
  • Foster and maintain strong relationships with external partners, including contractors, suppliers, and regulatory authorities. 
  • Establish and maintain MIWB’s reputation for reliance and trust in R48 Reserve management across the range of stakeholders, including other levels of government, board members, management, peers, fellow workers, and the public.

Team Leadership and Development

  • Model the behaviours and capabilities of a Program Leader as set out in the Leadership Competencies for Queensland Framework.
  • Provide clear direction, guidance, and support to the team, fostering a positive and productive work environment. 
  • Lead the development and delivery of training programs related to compliance with the Land Management Plan to employees and relevant stakeholders.
  • Ensure annual training plans are followed through and is up to date for staff. 
  • Participate in recruiting, onboarding, and training new staff members, ensuring the right skills and experience are in place.
  • Set performance expectations, conduct Probation Reviews, Performance Reviews & My Year Ahead Conversations and coaching to direct reports.
  • Encourage professional development and growth opportunities for team members.
  • Foster teamwork, collaboration, and effective communication among team members and across departments.

Additional Requirements

  • The role has a rostered on-call component, as set out in the Employment Contract
  • Minimum 5 years’ experience in a similar role.
  • A current QLD driver's licence.
  • Experience in field management of work team/s engaged in land management activities with experience in managing work plans effectively to deliver required outcomes within required timeframes.
  • Experience in managing operational activities within defined budgets.
  • Experience in assisting with the development of land management plans, policies, and procedures.
  • A good understanding of occupational health, safety, risk management practice, and environmental principles and demonstrated track record in safety and environmental protection performance. 
  • Demonstrated highly developed interpersonal skills including the ability to effectively communicate and negotiate with a diverse range of staff across the organisation. 
  • Effective written and oral communication skills and demonstrated ability to provide sound land management advice in a timely manner. 
  • Comprehensive understanding of and commitment to excellent customer service. 

Desirable:Certificate, diploma, or bachelor’s degree in a relevant field. Budget preparation and cost control experience.

  • Experience in the development, implementation, evaluation and reporting of land management plans. 
  • Comprehensive knowledge of, and experience in, applying legislation, statutory regulations, and guidelines relevant to land management and compliance activities. 

Conditions of appointment 

 Appointment is subject to: 

  • A satisfactory National Police Clearance.
  • A satisfactory Medical and Job Task Evaluation (JTE).
  • Confirmation of Australian Citizenship or Permanent Resident Status.
  • Relocation to Mount Isa, prior to commencement of the role.
