About the Branch
The role of the Transformation Office is to provide insights, solutions and advice to decision makers, policy makers and the market to improve scheme operations and position the agency as a modern, efficient and effective regulator.

Branch objectives:
  • Provide advice, capability uplift and support to the agency's transformation Program design and implementation that is viable, desirable and sustainable.
  • Create a renewed focus on synergising interdependencies, maturing governance, driving business transition and benefits realisation through the CER Change Program.
  • Support the Chief Data Officer and the agency to create a data-driven culture that identifies external trends to inform strategic decisions and support business transformation.
  • Model and embed best practice across portfolio, program and project management in delivering our strategic objectives and outcomes for the agency.

The following Sections are part of the Branch:
  • Value Delivery (define)
The Value Delivery Section partners with IT and business teams to investigate new opportunities, synergise interdependencies, define highest value business system features for prioritised delivery and embed and track benefits realisation.
  • Program Management (deliver)
The Program Management Office oversees, coordinates, monitors and drives the delivery of CER's transformation program including ensuring necessary governance through the Change Program Leadership and the Committee.
  • Product Management (deliver)
The Product Management Section is responsible for defining desirable, viable, feasible and sustainable solutions that meet customer needs. It supports the development across the product lifecycle: introduction, growth, maturity and decline.
  • Business Transition and Change (embed)
The Business Transition and Change Section partners with stakeholders and end-users across the business to drive engagement, adoption of change, business readiness, change management capability uplift and support benefits realisation.
  • Data Innovation and Tools
The Data Innovation & Tools section supports the agency to unlock the potential of our data to drive innovation and compliance for the agency.

About the Section
The Section is responsible for the end-to-end management and successful delivery of the overall Change Program at the Clean Energy Regulator. In addition to leading a team of Project Managers and Project Coordinators, the team is responsible for ensuring that the Program is delivered on time to quality, to budget and that the program and project management capability is uplifted across the PM practice. Using the Scaled Agile Framework (SAFe) and industry best practice in lean portfolio management and agile product delivery, the team manages planning and delivery phases through to closure and transition to business as usual. The team is pivotal in building ongoing portfolio, program and project management capability for the agency and embed industry best practice.

The key duties of the position include
  • The role will be a key leadership role supported by the Assistant Program Manager, responsible for managing the performance, mentoring and coaching of the Project Managers, collectively under the Program. It will build and maintain accountable, high-performing and engaged project teams.
  • The successful candidate will provide insights and collaborate with the C-suite (Senior Executives in the agency, Change Program Leadership and the Governance Committee members) to ensure alignment between strategic objectives, the Program and across operational areas.
  • The role will be key to coordinating an integrated program delivery approach in close collaboration with key roles within the Transformation Office (Product Management, Value Delivery, Business Transition & Change) and partnering with all key stakeholders into one team that has a shared vision and path to success.
  • The role will oversee program execution, fostering cross-collaboration on a day-to-day basis across multi-disciplinary teams.
  • The role will embed, lead and work closely with General Manager, Transformation to manage the planning and delivery of the Program within an agreed framework. This includes scoping, planning, budgeting and managing the IT delivery components of the program end-to-end.
  • The role will manage interdependencies and balance competing demands to ensure Program vision and objectives are achieved.

Qualifications/Experience
  • Proven experience in delivering large transformational change, including IT modernisation, cultural change, organisational re-design etc.
  • Highly developed leadership and management skills and the capability to mentor, motivate and build capacity of staff, including leading a team through change and uncertainty across geographically dispersed areas.
  • Knowledge of and/or experience in contemporary program, project and change management methodologies and frameworks such as SAFe Agile and lean portfolio management practices.
  • Tertiary qualifications in business administration, project management, IT or change management are highly desirable but not mandatory.
  • Have a proven track-record of leadership in delivery and continuous improvement of high-quality products and services in the digital environment.
  • Have been responsible for translating complex program scope into clear and manageable plans and communicating these in an open and transparent way through a variety of channels.
  • Have been responsible for assessing risks, scoping resource requirements, managing budgets and operating costs to ensure value for money and sustainable development of teams and services.
  • Experience of managing the expectations of stakeholders with conflicting needs and demands, engaging with senior stakeholders, and developing a pipeline of end-user adoption.
  • Ability to work across different levels of the organisational (both business and technology) and translate varied requirements into effective deliverables
  • Outstanding communication and interpersonal skills, especially the credibility to have a positive influence on a range of stakeholders and leading high performing teams.
  • High degree of competency with conflict resolution, ability to influence.
  • Ability to work in a fast-paced environment, with constant evolving priorities and responding to stakeholder needs.
