Finance Manager - Delivery

Inland Rail

Inland Rail is a once-in-a-generation project that will complete the backbone of Australia's freight rail network. It will enhance supply chains by providing a transit time of 24 hours or less for freight trains between Melbourne and Brisbane. Inland Rail will connect regional Victoria, New South Wales, and Queensland to markets more efficiently, drive substantial cost savings for producers and consumers, and deliver significant economic benefits. Inland Rail is the largest freight rail infrastructure project in Australia and one of the most significant infrastructure projects in the world.

About the opportunity

As a Finance Manager in the Inland Rail team, you will play a pivotal role in working with the Delivery Leadership Team and program wide Finance Team. You will be at the forefront of our project's success, overseeing all financial aspects of the delivery phase of projects. Reporting to the Chief Operating Officer and working closely with project leaders and stakeholders, you will provide strategic financial guidance and support to ensure the timely and cost-effective completion of key milestones for the projects in the delivery phase.

Key responsibilities will include but are not limited to:

  • Ensure that all month and year end deliverables are met accurately and in accordance with the published timetable.
  • Analysis of Delivery team position and proactive communication and provision of advice thereon to Chief Operating Officer and Delivery Leadership Team.
  • Manage the Fixed Assets register through the timely capitalisation of projects and timely recognition of disposals.
  • Regular and independent review of large and high-risk items to determine if the forecast final cost is consistent with project to date costs and the current program.
  • The provision of accurate forecasting and budgeting for the Delivery Team.
  • Supervise and facilitate the budget and planning process for the Delivery Team including the establishment of timetables, templates, commentary and the documentation of assumptions and key drivers.
  • Provide advice to the Delivery Leadership Team and their teams with development of business cases for the Chief Operating Officer, Inland Rail Executive Leadership Team, and Board. This includes the provision of the corporate based overview.
  • Regular communication with the Delivery Leadership Team for the purpose of monthly reporting, forecasting and variance analysis and for the management of property issues in a timely manner.
  • Regular Communication with all sections of Inland Rail Finance in the provision of the responsibilities including month end reporting, yearly budgeting, and variance analysis.

About You

The incumbent will need to be a dynamic and multifaceted leader who combines technical expertise with strategic acumen, leadership qualities and strong ethical values.

To ensure success in this position, applicants will be able to demonstrate:

  • Tertiary qualifications in accounting or business-related discipline; membership of the Institute of Chartered Accountants or the Australian Society of Chartered Practicing Accountants.
  • Extensive experience in management accounting, budget, forecast and cost functions of a commercial organisation.
  • Advanced verbal and written communication skills; good interpersonal and negotiating skills.
  • Strong analytical skills.
  • Extensive knowledge of spreadsheets and large computerised accounting systems.
  • Knowledge of property related legislative obligations.
  • Experience in and ability to lead and motivate a multi-disciplinary team.
