About IBAC

IBAC is Victoria’s independent anti-corruption agency responsible for preventing and exposing public sector corruption and police misconduct. It does this by investigating serious corruption and police misconduct and informing the public sector, police and the community about the risks and impacts of corruption and police misconduct, and ways in which it can be prevented. Its jurisdiction covers state and local government, police, parliament, and the judiciary.

About the role

The role of Deputy Commissioner is to assist the Commissioner in fulfilling the legislated purpose and functions of IBAC, particularly as they relate to IBAC’s Victoria Police misconduct jurisdiction.

One of three, this Deputy Commissioner role focuses on corrupt conduct and misconduct in Victoria Police.

The Deputy Commissioner will be responsible for a range of challenging and confidential matters including:

  • providing advice and making decisions on complaints and notifications of corrupt conduct and police misconduct and on IBAC reviews of Victoria Police investigations
  • presiding at examinations
  • issuing, cancelling and extending confidentiality notices
  • approving the use of other coercive powers

The Deputy Commissioner will engage with Victoria Police and a range of other external stakeholders in government, the community legal sector and representatives from diverse and vulnerable community groups, to identify, expose and prevent corrupt conduct and police misconduct.

The Deputy Commissioner will also work closely with the Commissioner, Deputy Commissioners, CEO and Executive to provide leadership, to promote IBAC’s vision, culture and reputation and manage and enhance productive relationships across the public sector.

About you

As a Deputy Commissioner of Victoria’s anti-corruption and police oversight agency, the role demands the highest standards of ethical behaviour, including honesty, fairness, probity, transparency and accountability.

You are an experienced lawyer who brings extensive expertise in critical decision-making, a deep understanding of legislative and regulatory processes and the gravitas, discretion and judgment essential for this important role. You are resilient, mature and accustomed to a high level of responsibility. You are practical as well as meticulous.

A background in investigative and administrative decision-making within a complex, sensitive and contentious context would be very useful; strong stakeholder management, confident communication and influencing skills are key attributes.

IBAC is committed to reconciliation and to improving employment opportunities and outcomes for Aboriginal and Torres Strait Islander people. Candidates from Aboriginal and Torres Strait Island backgrounds are strongly encouraged to apply.

Candidates must be a qualified legal practitioner and an Australian citizen.

The role is an SES2 level located in Melbourne.

Confidential enquiries should be directed to Katherine Sampson, Managing Director, Mahlab (Vic) at katherine.sampson@mahlab.com.au or to Nicola Phillips, Director, Mahlab (Vic) at nicola.phillips@mahlab.com.au. Please submit your cv and letter of application in Word.
