The post is located in the Implementation Support Section III (ISS III) (Middle East and Northern Africa (MENA), Gulf, Latin America and the Caribbean (LAC)), Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the guidance and direct supervision of the Chief of Section and will contribute to the implementation of the UN Counter-Terrorist (CT) Travel Programme on ‘Building capacity of Member States to prevent, detect and investigate terrorist offences and related Travel by using Advance Passenger Information (API) and Passenger Name Record (PNR) data’. The incumbent will assist in the provision of legislative assistance to selected Member States, in consultation with other UN specialized entities. This project is implemented by the United Nations Office of Counter-Terrorism (UNOCT) in cooperation with the Counter-Terrorism Committee Executive Directorate (CTED), the International Civil Aviation Organization (ICAO), the United Nations Office of Information and Communication Technology (OICT.), INTERPOL, and the United Nations Office on Drugs and Crime (UNODC). Within the project, UNODC/TPB will lead Pillar 1 - Assistance to Member States to strengthen legislative frameworks to regulate the collection, transmission, use, retention and sharing of passenger data in compliance with internationally recognized standards on API/PNR and human rights.

**Responsibilities**:
Within limits of assigned authority, the incumbent will be responsible for undertaking the following specific duties/tasks:

- Conduct legal analysis and review of national legislation related to the collection, transmission, use, retention and sharing of passenger data for counter-terrorism and serious crimes purposes, in accordance with relevant international standards and obligations, human rights principles and standards.
- Identify legal gaps and provide assistance in the formulation and drafting of laws and regulations, necessary to comply with international standards.
- Carry out in-depth legal research and analysis to prepare guidelines, legal reports and working documents addressing pertinent legal and human rights issues including data protection and privacy concerns, as well as maritime issues relating to API/PNR.
- Provide specialized legal advice and support and technical input on complex legal issues concerning to API and PNR.
- Assist in the conceptualization, planning, organization and implementation of regional and national legislative workshops and consultations.
- Contribute, as requested, to technical assistance to Member States and undertake related technical assistance missions.
- Participate in and conduct consultations and liaise with officials from beneficiary countries, international organizations and other institutions; participate in relevant international, regional or national meetings and provide substantive expertise on specific legal issues, focus on API-PNR, as requested.
- Contribute to the development and implementation of relevant technical assistance projects with UN entities and other international organizations.
- Contribute to the preparation/drafting of implementation reports, technical briefings, background papers, briefing notes, speeches related to the prevention of terrorism and API-PNR, data protection and privacy.
- Carry out other work-related tasks as assigned.

Education
An advanced university degree (master’s degree or equivalent) in law is required. Specialization in data privacy/protection, criminal law, counter-terrorism and human rights is desirable.
