Human Rights Officer

This position is in the Field Operations and Technical Cooperation Division (FOTCD) in the Office of the High Commissioner for Human Rights (OHCHR) in Vienna. The incumbent will work under the direct supervision of the Coordinator of the Secretariat of OHCHR Examination of the Human Rights situation in Belarus (OEB).
**Responsibilities**:
Within delegated authority, the Human Rights Officer (Analyst/Reporting) will be responsible for the following duties:
- Reviews and analyses information collected and advises Secretariat staff on addressing gaps and following leads;
- In coordination with the Fact-finding Team Leader, identifies gaps and orients the investigation accordingly; coordinates closely with the Legal Adviser to ensure information collected corresponds to the required legal elements;
- Ensures that gender perspectives are integrated throughout the investigation, and during analysis and report drafting, including on the gendered impact of the violations;
- Prepares briefings, summaries of information gathered and analytical documents as required;
- Coordinates the drafting of the OEB’s reports, and acts as its main drafter;
- Ensures that information collected is properly documented, in accordance with standard OHCHR methodology in coordination with the Fact-finding Team Leader;
- Assists in drawing analytical conclusions; proposes the structure of reports and visualization of the OEB’s findings and conclusions; assists in developing actionable and gender-sensitive recommendations.
- Performs other duties as required.

Education
Advanced university degree (Master's degree or equivalent degree) in law, political science, international relations or another discipline related to human rights is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible work experience in human rights, or international criminal law is required.
Out of the seven years, a minimum of two years of experience in the analysis and drafting of public human rights reports is required.
Languages
French and English are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Fluency in Russian is desirable.
