Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.

Main Purpose

Under the supervision of the Communication Adviser (TC), the Communication Officer (TC) supports a strategic, results-oriented and coordinated approach to outreach related to the TC programme, focusing on but not restricted to health and cancer control, through the planning, design and implementation of targeted communication and advocacy activities. The incumbent analyses relevant communication needs in relation to key audiences, with a particular focus on the TC programme’s support to cancer control in Member States, including the work of PACT, and prepares relevant strategies and workplans, as well as presentations, speeches, reports, articles and other communication material with a content and style appropriate to the audience, venue and message.

Role

The Communication Officer (TC) is: (1) a substantive expert contributor, devising communication strategies and tactics to support health-related and other partnership activities; (2) an adviser to TC staff on how to convey messages to intended audiences in a convincing and targeted way; and (3) a focal point that ensures the complementarity of TC communication activities, particularly around health and cancer related work, with the communication activities of the Office of Public Information and Communication (OPIC), and coordinates with relevant staff across the IAEA to support a cohesive communication approach with regard to the IAEA's cancer-related activities.

Functions / Key Results Expected
- Implement and update as necessary the health module of the TC communication framework for the TC Department and provide advice and support to relevant TC and staff in the Section in the implementation of this module and framework.
- Design and produce communication and outreach material aimed at supporting TC health and cancer activities and the work of PACT (such as success stories and best practices).
- Organize and support outreach activities including side events, exhibitions, donor briefings and presentations or joint donor events with WHO in cooperation with relevant internal stakeholders.
- Work with TC and PACT staff to ensure they are able to deliver presentations and other communication in a targeted, professional way.
- Ensure, in close collaboration with the Communication Adviser (TC), that other outreach and communication needs of the TC Department and programme are met as required.
- Establish and consistently implement methods to ensure systematic, regular and transparent reporting on all communication activities and results.
