Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Concepts and Planning (SGCP) is responsible for the development and promotion of safeguards concepts and policy; the coordination of research and development activities and Member State Support Programmes; strategic planning; the implementation of the quality management system of the Department; and the provision and development of training.

Main Purpose

As a member of a team led by the Section Head, the Safeguards Analyst develops elements of the State-level concept; develops and evaluates safeguards approaches at the facility and State level including conceptual safeguards by design elements; supports operations in implementation issues of all kinds; provides technical support for State and safeguards approach evaluations; and prepares working documents for consideration within the Department of Safeguards and by international consultant and advisory groups.

Role

The Safeguards Analyst is: (1) an Analyst - evaluating safeguards concepts, policies and approaches, and other safeguards related information and documents; (2) a Coordinator of safeguards tasks and project work with other IAEA staff and experts from Member States; (3) a Facilitator - providing timely, accurate and efficient support to operations divisions to resolve safeguards implementation problems, and supporting safeguards inspections, training and other activities of the Department, as requested.

Functions / Key Results Expected
- Develop and document new or enhanced technical safeguards concepts, policies and approaches.
- Provide technical evaluations of State evaluation reports, State level safeguards approaches, and safeguards measures, to determine their acceptability and to recommend changes necessary to increase their effectiveness and efficiency and compliance with IAEA policy and guidance.
- Prepare reports and presentations and effectively participate in discussions on international safeguards issues during Departmental meetings, international consultant and advisory group meetings, training activities, evaluation missions, and regional technical meetings, among others.
- Provide effective planning and coordination of technical meetings and produce accurate summaries of the proceedings and conclusions of the meetings.
- Provide technical expertise and effectively contribute to safeguards field activities and inspections.
