Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process.

Main Purpose

Reporting to the Section Head, the Information Analyst (Nuclear Material Accounting Analytics) works as part of a team analysing nuclear material accounting reports and Additional Protocol declarations submitted to the IAEA by States with a view to verifying submissions or identifying the potential misuse or diversion of accountable nuclear material for follow up actions. The Information Analyst (Nuclear Material Accounting Analytics) also acts as a focal point for enhancing the functionality and reliability of reporting tools and databases, develops algorithms optimizing the Section’s analytical environment and acts as a liaison between systems users and business analysts/developers.

Role

The Information Analyst (Nuclear Material Accounting Analytics) is: 1) an analyst, contributing to the State evaluation process by identifying and following up on issues and inconsistencies in information declared by States; 2) a technical specialist in nuclear material accounting reporting systems and databases, contributing to the definition of systems requirements, the development of solutions, including statistical models, and the coordination of user acceptance testing; and 3) a contributor to select research and development projects, addressing specific analytical or tools development tasks to optimize reliability, accuracy and maintainability for the processing and analysis of State declared information.

Functions / Key Results Expected

Conducting analysis of State declared safeguards information for assigned States, specifically nuclear material accounting reports and information provided under Additional Protocols.

Correlating analytical results with material balance evaluations, environmental sampling evaluations, and open source and nuclear trade information.

Conducting further research to analyse and reconcile the findings in order to identify technical issues, information gaps and other issues relevant to the evaluation of State declared information.

Preparing formal reports and analytical products with findings and suggested areas for follow up actions and disseminating information to Departmental counterparts.

Providing advisory expertise to Departmental counterparts and State representatives on specific aspects of safeguards agreements, including State supplied nuclear material accounting, reference data and additional protocol information.

Contributing to the collection, consolidation and analysis of nuclear material accounting reporting needs and identification of areas for development and enhancement.

Developing algorithms enhancing the effectiveness and efficiency of nuclear material accountancy analysis, in close collaboration with the Division’s data science team.
