Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security. The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.

Main Purpose

Reporting to the Deputy Director General, the Director leads the Incident and Emergency Centre, the implementation of the IAEA's policy and programme in the area of incident and emergency preparedness and response, in line with a result based programmatic responses to Member States. He/she leads the Centre's activities to ensure efficacy of the implementation of the IAEA's programme on a global level, and manages the Centre's financial and human resources in the most effective and efficient manner.

Role

The Director is: (1) the principal adviser to the Deputy Director General overseeing the management, planning, coordination and supervision of the human and financial resources, and the activities of the Centre in accordance with Member States' needs and ensuring that these activities are implemented effectively and in cooperation with relevant stakeholders within the Agency, with Member States and other organizations; (2) a leader, providing strategic direction to the staff to efficiently and effectively deliver quality products by promoting good performance and teamwork; (3) a manager acting in accordance with the IAEA's values and ethical standards in making decisions regarding financial, human, information and knowledge resources.

Functions / Key Results Expected

Lead the planning, development, implementation, guidance, coordination and supervision of the activities of the Centre.
Manage the IEC, including its staff (encouraging teamwork and cooperation), work programme, facilities, assets and systems to efficiently and effectively deliver quality products in accordance with legal obligations, standards and decisions of the Policy-Making Organs.
Lead the IEC's response actions during a nuclear/radiological incident/emergency.
Participate as an Emergency Response Manager in the on-call response system.
Develop, maintain and communicate a vision and strategy for, and associated policies for implementation of, the IAEA's programme on incident and emergency management.
Stay aware of developments, and identify, assess and prioritize new issues relevant to incident and emergency management, and, where appropriate, develop initiatives and obtain resources as part of the continuous development of the programme on incident and emergency management.
Ensure coordination of IEC activities with other IAEA activities related to incident and emergency management, particularly with respect to Technical Cooperation projects. Ensure effective communication of relevant initiatives among stakeholders.
Liaise with Member States, competent authorities, experts and other international organizations on matters related to incident and emergency management; represent the Agency in relevant national and international fora; make presentations to key decision-makers with a view to developing needed consensus.
Prepare documents for the Policy-Making Organs, experts, Agency staff and Member States related to implementation of the programme.
Build and maintain strategic partnerships and alliances with a wide range of stakeholders in Member States and international and other governmental organizations to ensure acceptance of the IAEA's relevant standards.
