The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the Special Representative for Combating in Trafficking and Human Beings (OSR CTHB) assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings and its addenda as well as relevant Ministerial Council Decisions. The Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (CTHB) with a focus on the following activities: enhancing the awareness and understanding of trafficking in human beings (THB) across the OSCE region; policy planning and advocacy especially in the area of emerging trends of THB and effective approaches to combating THB; and direct assistance to participating States in practical and technical areas, at their request.

Tasks and Responsibilities:

- Leading the implementation of the ExB project and portfolio on providing direct assistance to OSCE participating States (pS) in raising awareness and adopting measures (legislation, policies, practices) related to combating human trafficking in supply chains. with the following goals:

- Raising the profile of THB in supply chains on the agenda of governments, businesses, public procurement experts, and other relevant stakeholders in OSCE pS;
- Conducting country-specific and regional multi-stakeholder conferences and workshops, including Government-to-Business and Business-to-Business Dialogues, sharing best practices and tools, and offering recommendations to prevent and combat labour trafficking in supply chains;
- Supporting OSCE pS with policy development and capacity-building regarding human rights due diligence and THB;
- Encouraging governments and businesses to incorporate the UN SDGs, UN Guiding Principles on Business and Human Rights, UN Global Compact Principles, OECD Guidelines for Multinational Enterprises on Responsible Business Conduct, and other relevant international standards, and promoting human rights due diligence legislation such as those in line with the EU Corporate Sustainability Due Diligence Directive (CSDDD);
- Advising and supporting the Special Representative with policy-level analysis and strategy development:

- Monitoring, analyzing, and comparing participating States’ public policy, legislation, state practice, and related legal, political, and social developments on human rights due diligence and human trafficking for labour exploitation in supply chains to identify suitable actions, as well as promising practices and standards among Partner countries or outside the OSCE region;
- As necessary and agreed with SR, accompanying to or represent the SR at external and international events, participating as appropriate, in events organized by participating States, international organizations, NGOs, and other partners on issues related to combating trafficking in human beings for labour exploitation in supply chains and public procurement;
- Assisting the SR in the preparation of relevant materials; drafting and finalizing statements and other texts, including background information, for the SR, SG, and CiO as necessary;
- Advising international and regional organizations and initiatives, including the OSCE, on preventing human trafficking and labour exploitation in public procurement:

- Co-ordinating and maintaining effective communication and co-operation with international organizations on a co-ordinated approach to combating human trafficking and labour exploitation in supply chains, particularly as part of the UN Procurement Network (PN) Working Group on Sustainable Procurement and its Task Force on Combating Human Trafficking and Forced Labour in supply chains;
- Collaborating with the OSCE’s Procurement and Contracting Unit on the adoption of measures to prevent THB in OSCE procurement in line with the MC Decision 6/17, including implementing social criteria in contract and tender provisions, providing risk management training to the OSCE’s procurement staff, and developing remedial actio
