Job Description

Background:

The OSCE Mission in Kosovo is seeking a highly skilled consultant to support the development and implementation of a media literacy project. The project aims to promote critical thinking, responsible digital citizenship, and a more informed society in Kosovo.

Objective of Assignment:

The consultant will assist with a wide range of project management, administrative, financial, logistical, and coordination tasks to support the development, implementation, monitoring, evaluation, and reporting of the project.

Key Responsibilities:

  • Support project staff in implementing assigned project activities, recommending priority activities, liaising with participants and experts, preparing written materials for supervisors' approval, and obtaining required administrative approvals.
  • Provide project management support through preparation of various documents, compilation, verification, and administration of data, reports, or other related materials, as well as development and maintenance of project databases with references.
  • Coordinate reporting requirements and provide substantive input to progress reports, evaluation reports, drafting concept notes, talking points, and background material.
  • Monitor administration of assigned project activities, including tracking budget and expenditure, providing financial management and resource mobilization support, following up on unutilized funds, preparation of budget reports, project status, and its operational and financial closure.
  • Coordinate administrative arrangements, including preparation of terms of reference and selection of consultants, implementing partners, and vendors, maintaining the project calendar, correspondence, including taking minutes, translating, administrative, and logistical arrangements for in-person or online events.
  • Use IRMA, initiating and following up on actions related to requisitions, recruitment of consultants, training, procurement of services, payments, travel authorization requests/claims, and dealing with all related inquiries.
  • Serve as a JARVIS and DocIn focal point, ensuring implementation of requirements and standards in project activities and goals.

Deliverables:

  • Conduct and complete assigned activities within the contract duration.
  • Develop and maintain a comprehensive project database, ensuring the entry and referencing of relevant records by the end of the contract duration.
  • Produce and submit one progress report and one evaluation report within the contract duration, ensuring all documents adhere to standard practices for accuracy and adequate language and format.
  • Ensure all assigned project outcomes are financially tracked and reported, with the preparation and submission of one budget report and one final financial report, highlighting expenditure, unutilized funds, and recommendations for improvements.
  • Successfully coordinate and facilitate in-person and online events over the duration of contract, including the preparation of terms of references, selection of consultants and vendors, and comprehensive administrative and logistical arrangements.
  • Percentage of events conducted without major logistical issues, with a target of 95% of events running smoothly and meeting all planned objectives, as measured by participant feedback and post-event evaluations.
  • Initiate and follow up on % of requisitions, recruitment processes, training sessions, procurement of services, payments, and travel authorization requests using IRMA, ensuring all related inquiries are addressed promptly and, with a target of 95% of actions and inquiries completed or addressed within the given timeframe, as tracked through IRMA system logs and user feedback.
  • Ensure full implementation of JARVIS and DocIn requirements and standards across all project activities and goals, with % compliance achieved within the duration of contract. Compliance rate, with a target of % of project activities meeting JARVIS and DocIn requirements and standards.

Necessary Qualifications:

  • Completed secondary education supplemented by formal training in administration, project management, or media development.
  • Minimum 6 years of relevant experience in administrative or project work, preferably in an international environment.
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel, and PowerPoint); working knowledge of IRMA would be an asset.
  • Excellent oral and written communication skills in English and Albanian. Knowledge of the Serbian language is an additional asset.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
