The Planning and Land Services Group is a Group within the Department of Transport and Planning and is responsible for supporting the delivery of services and infrastructure that will help build thriving environments and communities across our state and includes Land Use Victoria.
Land Use Victoria is responsible for providing whole of Victorian Government leadership on land information, policy, assessment, and advice, to enable government to use its land more strategically and maximise public value.
About the Role
The Senior Manager of Strategic Registry Projects, LRS will be responsible for leading a team of subject matter experts and a technology team that work collaboratively to deliver on business priorities.
The role will work closely with other branches of LRS to drive innovation, efficiency and excellence in registry systems and processes.
Lead LRS initiatives and manage specially funded and ongoing projects and reforms.
Develop, implement and oversee the project management frameworks, policies, procedures and processes to govern all changes to registry systems and business processes while adhering to all legal, regulatory and government requirements.
Work proactively with the private operator, government stakeholders, governance forums, consultants and staff to continue the effective delivery of projects and business reforms.
Establish and maintain long-term industry relationships across a related range of disciplines and activities.
Identify and co-ordinate processes to ensure the integrity and security of the land register is maintained.
Provide authoritative expert advice on the application of relevant Acts and related policies and practices to senior management, other sections of LUV and external stakeholders.
Represent the department with external stakeholders and negotiate on complex matters with banks and financial institutions, developers, surveyors, lawyers, conveyancers, landowners, and the community.
Identify emerging issues, risk and trends to proactively manage the effective and efficient delivery of the registry system changes and business practice reform.
Practice cultural safety by creating environments, relationships, and systems where people can feel safe, valued, and able to participate.
Key Selection Criteria
To be successful in this role, the ideal candidate will have a strong understanding of government, preferably in the land administration or property sector, with proven experience in managing and delivering complex, high-value programs within multi-stakeholder environments.
Sophisticated understanding of government and demonstrated experience in the management and successful delivery of complex programs in a multi-stakeholder environment.
Project management: provides guidance and support to project managers to identify risks and overcome obstacles.
Relevant tertiary qualification or equivalent experience.
