The Planning and Land Services Group is a Group within the Department of Transport and Planning and is responsible for supporting the delivery of services and infrastructure that will help build thriving environments and communities across our state.
Land Use Victoria is responsible for providing whole of Victorian Government leadership on land information, policy, assessment, and advice, to enable government to use its land more strategically and maximise public value.
It is also responsible for managing the government's program for land administration and property information by providing innovative solutions for authoritative, comprehensive, and easily accessible services in land registration, property information, valuation, land surveying and geographic naming and land data management services.
It performs a range of statutory and non-statutory functions.
LUV also provides surveying services for major government infrastructure projects, provides all government property valuations and is responsible for all council valuations.
LRS is a large operational business engaged in the processing of land transactions.
It includes several operational and support branches tasked with delivering functions under the Transfer of Land Act 1958, the Subdivision Act 1988 and a range of associated legislation.
LRS also provides title search and property certificate services, delivered through a private provider, Secure Electronic Registries Pty Ltd (SERV) who also provide administrative services to support the registration over 850,000 property transactions, 2.4 million title searches and 1.5 million other property information services per annum.
LRS is also responsible for registering 8,000 plans of subdivision per annum.
We're focused on outcomes that deliver more choice, connections and confidence in our travel, ensuring the whole transport network works as one to deliver better services and outcomes.
Lead and manage LRS operations to ensure the effective and efficient delivery of registration services to the Victorian community including property and survey-based applications and subdivision registration.
Foster a strong, effective working relationship between Land Use Victoria and SERV Pty Ltd to support the commercialised model of an integrated land registry system delivered through two providers.
Progress the 100% digital agenda for all land and plan applications.
Enhance reports and monitoring tools to effectively govern and manage the delivery of registration services across all operational areas of LRS.
Identify and co-ordinate processes to ensure the integrity and security of the land register is maintained.
Provide authoritative expert advice on the application of relevant Acts and related policies and practices to senior management, other sections of Land Victoria and external stakeholders.
Represent the department with external stakeholders and negotiate on complex matters with banks and financial institutions, developers, surveyors, lawyers, conveyancers, landowners, and the community.
Provide leadership and significant contributions to LRS initiatives and manage specially funded and ongoing projects.
Lead the development and implementation of policies and practices to recruit and train staff for LRS and manage other human resource management issues such as succession planning and performance management to meet corporate objectives.
Review and improve work practices, service delivery models, systems and technology and ensure all processes and practices are executed to the agreed standards and audited regularly.

Key Selection Criteria To be successful in this role, the ideal candidate will identify and manage diverse stakeholder needs, facilitating innovative solutions to resolve conflicts.
They will foster a culture of collaboration across the organization and with external partners, addressing communication barriers effectively.
Additionally, they will guide strategic planning with a deep understanding of internal and external factors, ensuring alignment across the organization, while championing systems thinking to drive informed decision-making.
Qualifications and Experience Mandatory Specialist/Technical Expertise An experienced senior executive with a proven record of service delivery with an adaptable leadership style embracing innovation to improve services to Victorians.
The successful candidate will have an understanding of high standards of governance, accountability and performance within the Victorian public sector; avoid bias, discrimination, or self-interest in activities that may bring them into disrepute; and experience in managing strategic risks and service delivery outcomes.
A tertiary degree in law, business management or an equivalent qualification.
