About the role
The work of the Data Governance and Integration Group (DGIG) includes building and implementing the Institute's data integration strategies including major data assets, protecting the confidentiality and privacy of Institute data holdings through data governance leadership and the AIHW Ethics Committee.
Within DGIG, we are looking to fill two EL1 vacancies in the Ethics and Privacy Unit and National Disability Data Asset Unit.
The EPU is looking for an enthusiastic person with excellent policy, governance and secretariat skills to support the work of the AIHW Ethics Committee.
The NDDAU is looking for enthusiastic candidates with excellent policy, governance and secretariat skills to support the work of the Unit.
The key duties of the position include:
Ethics and Privacy Unit (EPU):
Interpret and apply legislation, policies and instruments including the Privacy Act 1988, the Australian Institute of Health and Welfare Act 1987, guidelines and standards issued by the NHMRC and other key requirements and guidance relevant to the ethical conduct of research, as they relate to the Ethics Committee's work.
Prepare advice, reports and submissions to the Committee and other stakeholders on these matters and the committee's operations.
Provide detailed advice to the committee and the Institute on a wide range of complex ethical and legislative matters relating to the committee's work.
Identify, propose and implement business improvement activities designed to support the committee's consideration of matters requiring ethical review by statute and NHMRC guidelines and standards, and improving the timeliness and efficiency of related processes and procedures.
Provide efficient and effective secretariat and governance support to the Ethics Committee.
Manage complex projects and activities and provide professional and/or administrative support.
Work collaboratively with the Unit Head and other EL1 officers within the Unit to provide leadership, direction, performance management of staff, the effective management of allocated resources and contribute to unit priorities, objectives and deliverables.
National Disability Data Asset Unit (NDDAU):
Undertake key project work, including task prioritisation, collaborating with other team members and partner agencies and delivering outputs in accordance to milestone and quality expectations.
Provide detailed advice to relevant governance committees, on a wide range of data integration policy and data governance matters relating to the NDDA and its underlying infrastructure, the Australian National Data Integration Infrastructure.
Potentially provide efficient and effective secretariat and governance support to relevant NDDA governance committees.
Stakeholder liaison and management over a range of state/territory and Commonwealth stakeholders.
Work collaboratively with the Unit Head and other EL1 officers within the Unit to provide leadership, direction, performance management of staff, the effective management of allocated resources and contribute to unit priorities, objectives and deliverables.
Our ideal candidate will have most or all of the following skills and knowledge:
Demonstrated policy and governance skills and experience engaging with internal and external stakeholders on complex policy or legal issues.
A demonstrated strong understanding of relevant legislation, including the Privacy Act 1988 and the Australian Institute of Health and Welfare Act 1987, and its application, or the ability to quickly acquire such understanding.
A demonstrated strong understanding of the Australian ethics framework, including knowledge of the National Statement on Ethical Conduct in Human Research, or the capacity to quickly develop such understanding.
Excellent communication skills, including demonstrated ability to communicate with influence, produce accessible written communication, and effectively communicate material of a complex nature to various audiences.
Demonstrated ability to achieve results, with experience planning and managing multiple complex tasks and competing priorities to achieve timely outcomes.
Proven ability to build a positive team environment and to develop productive working relationships with internal and external stakeholders to achieve organisational and team objectives.
Relevant qualifications in law, policy, research and/or research ethics and secretariat skills will be highly regarded.
