Recruitment Number 24-238TY, Program Specialist I (Grants Manager), SR-22D ($5,258 per month) to SR-22H ($6,153 per month)*, Statewide.
*Starting salary may be at a rate between the minimum and Step H salary range, based on qualifications.
Note: Telework opportunities may be available for this position, subject to compliance with the Hawaii residency requirement under Hawaii Revised Statutes §78-1(c). Specifically, successful candidates are required to become residents of Hawaii within thirty days after commencing their employment and as a condition of eligibility for continued employment. Bona fide military service members' dependents are exempt from the Hawaii residency requirement if the dependents are located in Hawaii due to the military service members' orders.
Candidates considering telework options should ensure they can meet the Hawaii residency requirement or qualify for the exemption.
A flexible or hybrid work schedule may be available for an employee who has completed probation in this position and has a satisfactory performance record. This work schedule may change at any time based on the operational needs of the work unit and at the discretion of the position's supervisor or administration.
The functions of this position are planning, coordinating, and developing the activities for the Judiciary's external resource management program which includes the management and administration of external resources such as grants, other external funds, and training and technical assistance as well as compliance with their terms and conditions; and to support the development and updating of comprehensive plans for programs and standards, related to the Judiciary's measurement of court performance.
Education Requirement:Baccalaureate degree from an accredited college or university.
Excess administrative, professional, technical or other work experience which has provided a general background of the type and quality described below may be substituted for a Bachelor's degree on a year-for-year basis.
Specialized Experience Requirement:Three (3) years of progressively responsible professional work experience in one or combination of the following:
Assisting in the management of the business and administrative activities of an organization which demonstrated the knowledge of and the ability to plan, coordinate and manage project(s) that impact the integration or functions of major/multiple operating programs of an organization; and perform extensive and intensive work involving program development and evaluation, development of new and revised procedures, review of working situations to ensure divisions are following guidelines for sound management practices, development of legislative proposals or analysis of the impact of proposed legislation, and engaging in research aimed toward improving the management system;Analyzing, interpreting or evaluating technical material (e.g., statutes, rules and regulations); solving technical, managerial or administrative problems through the application of problem solving methods and techniques, such as identifying the problem and pertinent causal factors, developing and evaluating alternative solutions; recommending/implementing an appropriate course of action; and writing narrative reports; and/or,Performing work regularly encompassing difficult and complex situations and problems in a given specialty with responsibility for furnishing advisory services to management in the overall aspects of program development and evaluation.Substitutions Allowed:Satisfactory completion of all academic requirements for a Master's degree in business or public administration or a related field from an accredited college or university which demonstrates knowledge, skills, and abilities in the application of research and program analysis, evaluation methods and techniques may be substituted for one (1) year of Specialized Experience.Graduation from an accredited law school may be substituted for two (2) years of Specialized Experience.Desired Qualifications:The position is responsible for planning, coordinating, and developing the activities for the Judiciary's external resource management program, which includes the management and administration of external resources such as grants, other external funds, and training and technical assistance as well as compliance with their terms and conditions. Therefore, familiarity with grants management and/or ensuring compliance with external resource agreements is desired.
