Location Profile Operation Newstart Casey (ONC) is one of the five Operation Newstart programs that currently operate within Victoria under the banner Operation Newstart Victoria (ONV).
Commencing in 2008, ONC is an innovative life skill/adventure based intervention program working with students from ages 14-17 who are deemed to be at "educational risk".
ONC functions as an Alternate Settings Program and is a collaboration between 9 Department of Education & Training (DET) Secondary Schools in Casey and Cardinia, YSAS, and Headspace Narre Warren.
Cranbourne East Secondary College is the "host" school for the program and for appointing staff for this program.
The College is in Cranbourne East, approximately 55 kilometers south-east from Melbourne CBD.
As a Public Private Partnership school, we continue to experience rapid enrolment growth, with a year 7-12 enrolment exceeding 2150 students in 2024.
The Cranbourne East community is very multicultural, with a significant number of students born overseas and coming from language backgrounds other than English.
Students from refugee backgrounds make up approximately 9.7% of the entire cohort.
Cranbourne East Secondary College continues to develop a strong sense of community through areas of focus including house culture, student voice and agency, attendance and connectedness, transitions, Positive Education, and wellbeing.
Selection Criteria SC1 Demonstrated capacity to perform duties consistent with established guidelines and frameworks, including coordinating and supporting others to specific work functions relevant to the role.

Role The Youth Facilitator, Operation Newstart Casey is to provide support to the Operation Newstart team, with a particular focus on addressing the needs of participants during and post-program.
This will involve working closely with schools, families, and local youth services, and may include providing case management and appropriate referrals (where applicable).
Responsibilities An education support class position at this range commencing at the base will initially be limited to undertaking routine tasks that are carried out under close supervision and direction.
Work that carries some degree of independence will generally involve a limited number of tasks performed on a regular basis where priorities are clear, procedures are well established, and direction is readily available.
Operation Newstart is a partnership program between the Department of Education and Training and Operation Newstart Victoria.
It is an intensive 7-week early intervention program that aims to help at-risk 14-17 year olds make positive changes in their lives.
COMPETENCY
KEY RESULT AREAS/RESPONSIBILITIES
PROGRAM SUPPORT / WORKING WITH YOUNG PEOPLE
Work with Education Facilitators to identify young people to participate in the program.
Participate in program activities and camps with young people, focusing on leading mental health, behavioural, family and drug and alcohol workshops.
Work with the Education facilitators to address the specific needs of the young people involved as they arise.
Work with local schools to provide ongoing additional support to program participants (as required).
Work with local youth services to provide appropriate referrals in and out of the program (as required).
Provide mentoring support and ongoing follow-up for past participants.
PROGRAM MONITORING AND REPORTING
Rosenburg Surveys and other project data collected and collated.
Provide timely and accurate reports to the Program Coordinator, Youth Engagement and Committee of Management, including student progress reports and quarterly reports.
ADMIN SUPPORT
Work with the Operation Newstart team to share day-to-day administrative and logistical tasks.
