Objective The role is an exciting new opportunity for an innovative, future-focused and dynamic financial professional to join Dripstone Children's Centre.
Reporting to the Committee of Management and Director, this role will provide outstanding leadership, financial services and business intelligence to the service to ensure successful performance.
Position Description Reporting directly to the committee and director, the business manager holds a significant position in the Service.
The Business Manager has the main role of supporting the Treasurer in managing all areas of business administration, finance, risk management, property and facility management and development.
The Business Manager is responsible for ensuring that the administrative and financial services of the service are conducted efficiently and ethically in accordance with established standards and that all statutory and compliance obligations are met.
The broad and strategic nature of this position means that other projects and tasks will from time to time fall into the responsibility of this role, and the Business Manager must be able to manage both their and others' time and resources to meet deadlines and negotiate favorable outcomes in the best interests of the Service.
Key Duties and Responsibilities Finance: Develop, monitor and update Business Plan for the service.
Manage the accounting and financial functions of the service.
Manage the business functions, aiming to provide a high level of service and support.
Ensure that the routine financial activities of the service are carried out in a timely and professional manner in accordance with Dripstone policies and procedures and legislative requirements including: a.
Reporting of monthly financial accounts/results.
b.
Reporting of annual statutory financial accounts.
c.
Liaison with the service's auditor, bankers and other financial entities.
Manage the preparation and monitoring of the annual budget including: a.
Work in close collaboration with the Treasurer.
b.
Seek and assess budget estimates from relevant staff.
c.
Assist the Director in the preparation of the Annual Budget for presentation to the Committee.
d.
Provide advice to the Director and Committee on the annual fees.
e.
Monitor and report on budget performance throughout the year to the Director and Committee.
f.
Provide advice to staff on spending against budget in respect to faculties, programs and other projects.
Oversee preparation of all financial and statistical returns required by both State and Commonwealth Governments and other regulatory bodies together with other returns including the census returns, annual financial statements and taxation returns.
Oversee the management of legal, contractual, regulatory and company obligations and relationships.
Prepare funding submissions for the Committee.
Direct the accounting processes of the school and ensure that all funds, including service investments, are accounted for according to regulations.
Administer government grants and reporting.
Grant applications and acquittals.
Service Resources: Develop and manage information technology, administration, property and maintenance, and building projects.
Oversee annual audits of service resources.
Oversee and manage arrangements with service providers in respect to the cost and quality and delivery of services.
Assist the Director with capital works including proposals, planning, negotiation, project management and future planning.
Strategic Planning: Provide advice to the Director and the Committee for strategic planning purposes, financial analysis, future enrolment predictions and infrastructure development.
Identify strategic needs, develop, and implement strategies to meet these needs.
Prepare and update long-term financial projections for the service including incomes and expenditure, capital requirements, cash flows and overall borrowing.
Provide professional advice on business development and strategic direction to the Director and Committee.
Administration: Oversee the Audit and Risk management processes.
Keep up to date with current compliance requirements for the service.
Provide advice and policy guidance in areas of Workplace Health and Safety, Risk management, legal and compliance matters.
Attend meetings of Committee.
Oversee the development of policies and effective systems within the business areas.
Keep abreast of and provide support in the areas of Workplace Relations and Human Resources.
Ensure the provision of a range of administrative support functions for the Director.
Develop techniques and procedures that will affect work practices.
Evaluate and report on the operational efficiency of service systems making recommendations for improvement where appropriate.
Ensure all matters of governance are observed and adhered to.
Provide advice and support to the Committee on matters related to the service finances, business management, risk and compliance where appropriate.
KPI reporting.
Assist with parent accounts and enrolments.
Maintenance of confidential staff, child and family records (physical and electronic) in line with relevant regulations and legislation.
Utilising Microsoft Word applications and industry-specific software packages for preparation of text documents, spreadsheets, graphics, and web page content.
Maintaining accurate and organised payroll and accounting records using MYOB to support timely provision of information as required by our bookkeeper, Director and parent management committee.
Management and monitoring of child care fees using 3rd party software, including ensuring accounts are up to date and that Dripstone's fee income and attendance reporting requirements are fulfilled in accordance with requirements of relevant Commonwealth Government agencies.
Purchasing and payment of approved accounts including accounts payable.
Selection Criteria: Demonstrated experience leading an effective business program delivery in the following areas: procurement, administration, management of financial and human resources, infrastructure, and asset management.
Demonstrated experience in management and leadership of a service delivery team including to lead change, resolve conflict, install adaptability, flexibility and resilience whilst maintaining a high level of integrity and confidentiality.
Demonstrated experience in management of financial accounting systems and relative financial functions to ensure both legislative and policy compliance including the end of year Audit requirements are met.
Demonstrated high level oral and written communication and interpersonal skills including ability to build and maintain effective networks and collaborative partnerships with a range of internal and external stakeholders.
Demonstrated experience processing and reporting using complex payrolls and superannuation liabilities.
Demonstrated experience in the use of MS Office programs and other relative database software programs.
Tertiary qualification in a relevant field such as Accounting or Business.
Knowledge of financial accounting system.
