Senior Finance Officer - Law Enforcement Conduct Commission
About Us:
The Law Enforcement Conduct Commission (LECC) is an independent body exercising royal commission powers to detect, investigate and expose serious misconduct within the NSW Police Force and the NSW Crime Commission.
The LECC also independently monitors and reviews the investigation of complaints by the NSW Police Force and the NSW Crime Commission about the conduct of their officers.
In doing so the LECC recognises the primary responsibility of those agencies to investigate and prevent officer misconduct and corruption within those agencies, while providing for oversight of those functions.
The LECC works collaboratively with the NSW Police Force and the NSW Crime Commission to educate and promote the prevention and elimination of officer misconduct, particularly through the identification of systemic issues that are likely to be conducive to the occurrence of officer misconduct and corruption.
The LECC also undertakes independent, real-time monitoring of critical incident investigations undertaken by the NSW Police Force, and can make reports on the conduct of critical incident investigations by the NSW Police Force.
The LECC plays a key role in strengthening the integrity of law enforcement in NSW.
Primary purpose of the role:
The Senior Finance Officer is responsible for providing high level financial services including budgeting and delivery of the annual financial statements, ensuring proper governance is in place to enable the LECC to meet NSW statutory requirements in line with the Government Sector Finance Act, relevant accounting standards, Treasury Directives and State and Federal legislation and regulations.
The role provides financial advice, insight, and recommendations to support organisational planning and decision making.
This role also assumes responsibility as the LECC's Chief Risk Officer.
Key Challenges:
Establishing sound practices for internal control, process development and documentation to limit financial risk, including remediation of internal audit findings pertaining to finance processes.
Maintaining up to date knowledge of relevant legislation and keeping abreast of ongoing changes whilst responding in a timely manner to current matters and issues.
Planning and prioritising work to cope with demands and deal effectively with changing and conflicting priorities.
Ability to confidently liaise with senior executives and address ad hoc requests within short deadlines.
Ability to work independently and autonomously with minimal supervision.
Understanding the technical and procedural aspects of financial transactions, business processes and transaction processing in the SAP and PRIME systems.
Provide for continuous improvement in financial processes and controls.

Responsibilities: Oversee day-to-day finance functions including accounts payable and receivable, journal entries and vendor management to ensure all financial and management accounting procedures are completed within required timeframes and comply with organisational, government, statutory and accounting standards.
Manage the delivery of month end procedures including accruals, reconciliation of key accounts, Treasury financial reporting, GST, FBT and Payroll Tax returns and coordinate the timely production of other internal and external financial management information as required.
Oversee the delivery of year end processes including preparation of the annual financial statements.
Provide high level advice on financial matters to the CEO and support the CEO in managing all aspects of the LECC's financial obligations.
Act as the LECC's Chief Risk Officer and coordinate risk management across the LECC including maintaining the corporate risk register and conducting risk assessments.
Develop, review, and improve risk management policies and procedures, oversee corporate governance and ensure compliance with risk identification and minimisation principles.
In consultation with the CEO, coordinate and review the LECC's Business Continuity Planning processes.
Create and maintain documentation required for the issue, use and cancellation of assumed identity authorities under the Law Enforcement and National Security (Assumed Identities) Act 2010, including the LECC's AI Register.
Review and coordinate the LECC's AI Usage Monthly reporting procedure.
Assist with LECC's Employment Suitability Assessment and security vetting processes.
