Manager, Child Safety, Seniors And Disabilities

We are seeking a Manager of Procurement who will provide support across the department ensuring alignment with the Queensland Government's Procurement Strategy and the QLD Procurement Policy.
The Manager will provide high level strategic advice, information and tactical support to senior officers and service areas in relation to procurement strategies which support the department in meeting its service delivery requirements through the efficient and effective procurement of goods and services.
Key Duties and Responsibilities:
The Manager, Procurement Services' key responsibilities are:
Provide high level leadership and management in the development of procurement planning, processes and procedures, particularly for goods and services valued in excess of $250,000 and ensure that departmental procurement fulfils probity, accountability and integrity requirements.
Cultivate a skilled and ethical team environment focused on continuous improvement, professional development and staff wellbeing.
Provide expert advice to stakeholders, fostering relationships with internal teams, suppliers and external partners.
Advise and educate stakeholders on best practice procurement and contract management, supporting governance, transparency and accountability.
Lead the development and maintenance of the department's procurement policy and procedures in accordance with the State Procurement Policy and the implementation and management of appropriate consultative mechanisms and procurement awareness training.
Establish supply arrangements at the departmental level and contribute to the establishment of whole-of-government arrangements and facilitate the department's access to and utilisation of these arrangements.
Determine strategies for improving management of the department's procurement function and related expenditure, and identify opportunities to increase or maximise value for money.
Report on the department's procurement performance in relation to whole-of-government performance and standards and identify any particular aspects that warrant corrective action.
Negotiate the Service Level Agreement between the department and Queensland Shared Services (QSS) and manage the relationship in consultation with key stakeholders.
Manage the whole-of-department cost centre for shared service provision, including budget monitoring, reporting, forecasting and analysis of transaction volumes.
Establish and maintain strategic and effective working relationships within the department and across government agencies and other external bodies.
Prepare high-level briefs, submissions and reports on complex procurement and contract initiatives.
