About Us:The West Daly Regional Council covers 14,000 square kilometres and is located about 300 to 420 kilometres south-west of Darwin. The area is mainly rural, with three Indigenous communities at Peppimenarti, Nganmarriyanga and Wadeye which are managed by West Daly Regional Council (Council).Council's vision is to work together to make a difference in the community by creating places that are respectful, peaceful and safe. The mission of Council is to walk alongside culture, country and people to build a stronger community and does it by working together, creating real opportunities and providing services and facilities that everyone can use.Position Summary:The Senior Project Manager / Project Manager will plan, execute and finalise projects according to strict deadlines, within budget and in accordance with Council's plans. This includes acquiring resources and coordinating the efforts of internal project teams and external contractors, formulating tender and quotation requests, project design, awarding of contracts, work monitoring and sign-off on completed works. The Project Manager will also define the project's objectives and oversee quality control throughout the project.The key duties of this role include but are not limited to:Service Delivery, Planning and Monitoring:Manage projects in line with Council's business and strategic plans by delivering high quality, best value outcomes for the council and its residents;Assist the Infrastructure and Civil Works Manager to ensure that Council's projects are successfully completed within budget, on time and in accordance with contractual obligationsDevelop and implement project and contract delivery strategies and project specific plans, and ensure project plans and contracts are developed and approved for each project with clear project scope and goals;Ensure resource and budget plans are developed for each assigned project and deliver projects in accordance with Councils business and strategic plans;Conduct regular site meetings to ensure that all projects meet performance quality, safety and environmental objectives;Maintain controlled document registers for assigned projects;Liaise with the Finance Department to monitor outstanding income and expenditure. Where required, assist with issues which may affect release of payment;Organisational Sustainability:Engage and manage design consultants to ensure that designs meet Council's requirements, relevant statutory requirements and Australian standards;Ensure scope of works is clearly and accurately defined in tender and contract documentation;Ensure that tender and contract documents are complied with for each project;Ensure that Local Government procurement procedures and policies are complied with for each project;Identify opportunities for potential grant funding opportunities in collaboration with the Strategic Grants Coordinator and advise the Infrastructure and Civil Works Manager;Ensure project teams have clearly assigned roles and responsibilities.Any other duties as directed by the Infrastructure and Civil Works Manager.To shadow and or represent the Infrastructure and Civil Works Manager as required from time to time.About YouTo be successful in the role, you must have:Bachelor's degree in engineering / project management / business management / construction management or similar discipline and a minimum of three (4) years of local work experience in civil engineering related project and construction management, candidates with extensive experience will be favorably considered.Demonstrated experience in managing complex infrastructure projects, management of contracts, budgets and contractors.Demonstrated experience in interpreting legislation, standards and policies to ensure that work is performed according to directives issued by clients and accordance with any legislative requirements.Current Northern Territory "C" Class Drivers Licence with manual driving capacity.National Criminal History Check clearance.Current Working with Children/Ochre Card.Ability to travel to Regional Communities by 4WD and light aircraft and stay overnight.Why Join Our Growing Team?Generous salary based on experience and qualifications within the range of $82,607.91 to $120,000 max.11.5% SuperannuationA generous relocation package up to $5000 subject to Council Relocation Assistance PolicyGenerous leave entitlements including six weeks annual leave1 additional public holiday for NAIDOC day dedicated to Council staffFlexible working arrangements subject to CEO's ApprovalA great team environmentExcellent work/life balance giving you the opportunity to explore this iconic region and much moreWe strongly encourage Aboriginal and Torres Strait Islander to apply for this role.WDRC is committed to providing quality services and fostering a prosperous and sustainable future for the region.
