SUMMARY: Under the supervision of the Community Development Director, the Community Development Manager is an integral part of the Community Development Department.
The individual trains to perform a wide range of complex duties associated with development services (managing building services and coordinating all current planning activities) and works within the divisions of building, sustainability, and planning/zoning.
The position also interacts regularly with other departments to provide exceptional services to the community.
The individual shall possess a mastery of office skills, exercise initiative and judgment, and make decisions within the scope of assigned authority.
This position requires a high level of customer service skills to achieve the job's essential functions.
The individual also performs other duties that may be required by law consistent with the City Charter, the ordinances and resolutions of the City Council, and the directions of the City Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The following list of essential duties and responsibilities is illustrative and not meant to be comprehensive:
Manages the City's contract for building and planning services. Issues building permits for approved plans and certificates of occupancy for completed projects. Monitors the planning/zoning application review process.
Assigns plan reviews to staff. Manages the City's contractor licensing process and license issuance. Oversees Community Core, the City's permitting software and assists customers with questions on how to submit for building and planning/zoning permits. Oversees building and planning records requests received in person and from the City Clerk's office. Acts as Development Review organizer and schedules applicants and outside agencies to attend, as needed. Independently learns, interprets, and applies codes, laws, and guidelines pertinent to City and departmental policies, procedures, and regulations. Creates, updates, and maintains departmental information on the City's website and for the public. Manages the City's Stop Work Orders for construction without building permits. Coordinates with Public Works, West Metro Fire, and other agencies on building and planning/zoning permitting projects. Oversees the assignment of all new addresses within the city. Serves as the first point of contact for customers needing assistance with development services. Updates and maintains a variety of electronic and paper files and records. Assists the Sustainability Coordinator on special projects and with green building codes. Coordinates with Code Enforcement on projects and with permitting (fences and dumpster/storage containers). Assists the Department Director with long-range planning projects and community engagement. Oversees the City's new business welcome program. Coordinates with the Director on other economic development and vitality programs and projects. Prepares reports, analyses, and recommendations as needed. Assists the Director with managing contracts for service. May act as Community Development Director when the Director is absent. Performs other duties as required and assigned. QUALIFICATION REQUIREMENTS: Must be able to perform each essential duty satisfactorily.

EDUCATION OR FORMAL TRAINING AND LICENSES: Bachelor's degree from an accredited college or university or four years of progressive experience in urban planning, building/construction management, economic development, and/or a related field, preferably in a municipal government environment. Experience with management of contracts for service and/or staff preferred. KNOWLEDGE, SKILLS, AND ABILITIES: The City is seeking someone with a solid background in municipal planning practices and procedures with the following knowledge, skills, and abilities:
Theory, principles, practices of land use development, and zoning code administration as enforced by the City. Theory, principles, practices, and methods of building construction disciplines, codes, and standards; building-related regulations and ordinances enforced by the City, including the International Code Council (ICC) building, electrical, plumbing, mechanical, and fire codes; methods and practices of all phases of commercial and residential construction. Technical research methods and techniques. English usage with accurate grammar, spelling, vocabulary, punctuation, and proofreading. Good time management, organization, telephone, attention to detail, and people skills. Must be able to perform multi-task operations with frequent interruptions. Organize and establish work priorities; work in a cooperative team environment or independently with limited supervision; maximize efficiency. Ability to communicate effectively orally and in writing with architects, contractors, developers, property owners, supervisors, employees, and the general public. Devising and developing office procedures in response to changing organizational needs. Establishing and maintaining effective relationships with those in contact within the course of work. Ability to be a problem solver; identify issues, develop possible solutions, and implement solutions. Meet department and project schedules, milestones, and deadlines. Working knowledge of relevant office computer systems and proficiency with Microsoft Office Suite. Experience with or knowledge of Community Core software or another applicable permitting software. OTHER SKILLS and ABILITIES: A high degree of ethics and integrity. Demonstrate knowledge and understanding of the various departments and functions within the City of Edgewater. Establish and maintain effective working relationships with citizens, elected officials, appointing authorities, other department heads, appointed boards, employees, as well as, other agencies and departments. Adapt to frequent interruptions, unusual workload demands, changing priorities, and deadlines. Possess a professional, friendly demeanor; comfortable interfacing with the public to serve the Department's related needs; maintain a high degree of integrity and discretion; diplomatic with a positive can-do attitude, reflecting well on the department and the City.
