Associate Project Officer

Background The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence - and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions. The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General (SG) and the Chairpersonship, in leading work on all aspects of the conflict cycle, and in supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCE' role in the politico-military dimension. The Forum for Security Co-operation (FSC) is the main OSCE body dealing with the politico-military aspects of security and provides a forum for political dialogue for OSCE participating States. The FSC Support section within the Conflict Prevention Centre at the OSCE Secretariat supports the work of the FSC by providing technical support and expertise. In this respect, the Section acts as a focal point and prepares reports and overviews on military information exchanged by participating States. The Section also fosters implementation of Confidence and Security-building Measures (CSBMs) and develops assistance projects with regard to Small Arms and Light Weapons (SALW) and Conventional Ammunition. **Tasks and Responsibilities**: Under the direct supervision of the Project Officer, the incumbent will assist in the implementation of the Project "Strengthening OSCE action against the illicit proliferation of Small Arms and Light Weapons (SALW) and Stockpiles of Conventional Ammunition (SCA) - Phase 3". Specific core duties of the assignment involve the implementation of project tasks related to the activity 2.3 "To provide advisory and support to the OSCE Secretariat, OSCE Institutions, and the Field Operations (FOs), optimizing their human resources and programmatic capacities to effectively address the issues related to combatting illicit trafficking of SALW and CA". More specifically, the Associate Project Officer will perform the following tasks: Facilitating and supporting the activities carried out in relation with the development, administration and follow-up of project related activities on small arms and light weapons (SALW), and conventional ammunition (CA); Compiling relevant documentation, conducting research, providing analysis on topics related to needs and requirements to further support the implementation of practical assistance projects; Assisting the OSCE participating States (pS), the OSCE Secretariat, and field operations (FOs) in planning and conducting project activities related to SALW and SCA, and supporting and facilitating activities pertaining to the co-ordination of activities and projects; Strengthening and co-ordinating between the Secretariat and the FOs ensuring the uniformity of approach and action across the OSCE area; Taking part in discussions on identification of ways and measures to assist the OSCE pS, the Secretariat and the FOs in strengthening the response to SALW and SCA related needs and requirements, and assisting the FSC Support Unit project team in developing detailed project proposals, assisting in the implementation of their activities, monitoring, evaluating and reporting on their overall progress of the project implementation; Contributing to and providing co-ordinated thematic and management guidance to FOs practical assistance projects; Complementing the project work by liaising with OSCE FO project managers, and points of contact of other international organizations, where agreed, to ensure complementarity of action and delineation of potentially conflicting activities with regards to the on-going and potentially planned SALW and SCA project activities; Organizing co-ordination meetings, outreach conferences, as well as thematic workshops and seminars; Supporting the work of the Project Implementation Team (PIT), as well as maintaining contact with relevant OSCE working bodies and executive structures, primarily South-Eastern Europe (SEE) FOs to provide the necessary support; Performing other related duties as assigned. **Necessary Qualifications**: First-level university degree in political sciences or international relations or other relevant social science discipline; A minimum of four years of practical experience in security policy and/or SALW
