**Background**:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the SR/CTHB assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings. The Office provides a co-ordinating function among OSCE structures and institutions
involved in combating trafficking in human beings (CTHB) with a focus on the following activities: enhancing the awareness and understanding of trafficking in human beings (THB) across the OSCE region; policy planning and advocacy especially in the area of emerging trends of THB and effective approaches to combating THB; and direct assistance to participating States in practical and technical areas, at their request.

**Tasks and Responsibilities**:
Under the overall supervision of the Deputy Co-ordinator and the direct guidance of the Senior Co-ordination Adviser, the incumbent will provide substantial input and assistance in developing and implementing relevant OSR/CTHB initiatives and events, as well as in conducting targeted research. More specifically, the incumbent will be:
Providing substantial input and assistance to the development and implementation of relevant activities and projects of the OSR/CTHB, such as Alliance conferences, Alliance Expert Co-ordination Team (AECT) meetings, focal point meetings, internal co-ordination meetings, training seminars, workshops, expert meetings, country visits, conferences, Human Dimension Implementation Meeting (HDIM) and other events;
Supporting the Office in the organization of conferences and events, including maintaining lists of participants, communicating with speakers, preparing participant packs, writing minutes and performing any other duties as requested;
Assisting with the preparation of materials for distribution at OSR/CTHB events; compiling documents, speeches and presentations for distribution;
Performing thematic and geographical research related to trafficking in human beings for the Special Representative, the Deputy Co-ordinator, the Senior Co-ordination Advisor and other OSR/CTHB staff;
Collecting and collating data and information on relevant anti-trafficking issues, news articles about trafficking in human beings and related topics from the OSCE region; keeping abreast of relevant policy, security and human rights issues having an impact on OSCE anti-trafficking action; identifying problems and issues to be addressed;
Acting as the focal point for the collection, analysis and dissemination of relevant research, surveys and information on CTHB;
Assisting in the preparation of training and other material for OSR/CTHB presentations;
Contributing to written outputs, e.g., speeches and talking points, analytical notes, reports and inputs for reports, as instructed;
Assisting in the daily co-ordination of CTHB work within the OSCE Secretariat;
Participating in formal and informal meetings and discussions, inside and outside the Organization, on anti-trafficking related issues; drafting meeting notes and other correspondence;
Checking outgoing documents and material for format and accuracy of detail;
Performing other related duties as required.

**Necessary Qualifications**:
First-level university degree in international relations, law, political sciences, or other related field;
A minimum of two years of relevant professional experience, of which at least 1 within an international/multilateral context;
Established previous experience in implementing activities and conducting research in the fields of combating
trafficking in human beings, human rights and rule of law highly desirable;
Established knowledge of international law and relations, with a sound understanding of project management principles and techniques;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Experience in diplomatic affairs, implementation and co-ordination is an asset;
Professional fluency in English with excellent communication (both oral and written) skills; knowledge of other OSCE official languages is an asset
