**Background**:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit.

Under the guidance of the Director, DMF, these sections provide services and expert advice in the areas of budget, finance, information and communication technology, risk management, information security and internal control, procurement, travel, assets management, building management. DMF directly supports the Secretariat and also provides policy guidance and support to institutions and field operations.

**Tasks and Responsibilities**:
As a part of the senior executive management team, you will directly support the Secretary General on financial and administrative matters, especially in his/her function as the Chief Administrative Officer of the OSCE. More specifically, you will be responsible for:
Providing leadership, general guidance and advice;
Overseeing and steering the development of the financial and administrative elements of the OSCE financial rules and regulations and financial and administrative instructions;
Co-ordinating and controlling the budget process, the management of OSCE's material and financial resources, and its documentation;
Pursuing the management reform of the OSCE by adopting best practices in administrative support systems and procedures;
Providing authoritative expert advice and support to the OSCE Institutions and field operations;
Ensuring a well-functioning information and communication infrastructure;
Managing the DMF in directly supervising the management team, managing over 90 staff members, and leading operational activities by setting targets, establishing priorities and overseeing the operations in three sections: Budget and Finance Services, Mission Support Section, Information and Communication Technology Services;
Performing other related duties as required.

**Necessary Qualifications**:
Second-level university degree in finance, accounting, business/public administration or a related field; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
A minimum of twelve years of progressively responsible experience at the senior management and policy-making level, in international private enterprise, governmental or international organizations;
Demonstrated financial and budgetary responsibility and experience in the development of comprehensive administrative norms;
Experience with results-based management systems and risk management methodologies;
Political sensitivity and excellent judgement, including strong analytical and negotiation skills;
Ability to lead changes in management processes;
Ability to provide leadership and motivation; ability to supervise a large number of staff and to plan the work and manage organizational units involved in diverse administrative functions;
Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity;
Professional fluency in English, both oral and written; knowledge of other OSCE working languages would be an asset;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Excellent communication skills and writing ability;
Knowledge and understanding of integrated IT systems.

**Remuneration Package**:
Monthly remuneration is around EUR 12,000, with the actual monthly salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance s
