The position is located in the Drugs, Laboratory and Scientific Services Branch (DLSSB), Division for Policy Analysis and Public Affairs (DPA) of the United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the overall guidance of the Chief, DLSSB and under the direct supervision of a Scientific Affairs Officer.

**Responsibilities**:
Within limits of assigned authority, the Scientific Affairs Officer will undertake activities in the context of the on-going Forensic and Scientific work programme of UNODC, designed to strengthen national capacity in forensic investigations into illicit drug manufacture and trafficking and related crime scene investigation activities; and the capabilities of forensic, as well as non-forensic personnel to safely manage crime scenes, collect and preserve evidence and secure the chain of custody. The incumbent will be responsible for the following duties:

- Provide substantive scientific guidance to the continuing development of the UNODC Forensic Services programme on crime scene management and investigation, evidence collection, safe handling and disposal of substances and equipment used in the illict manufacture of drugs as well as the dismantling of clandestine laboratories and related crime scene investigation activities.
- Support the operational supply reduction activities of UNODC Programmes and those of international partners. Provide scientific support to national law enforcement and other relevant government agencies implicated in counternarcotic efforts involving crime scene investigation and related safe handling, dismantling and disposing of substances and equipment used in the illicit manufacture of drugs and other crimes, including crimes which harm the environment.
- Promote the use of good forensic practices. Assist with the establishment of quality assurance and scientific methods, guidelines and policies. Contribute to the development of new approaches for improving forensic performance, and promote the use of scientifically informed standard operating procedures for the investigation of related crime scenes by forensic and non-forensic personnel.
- Coordinate, substantively backstop the development and delivery of UNODC forensic capacity building and technical assistance programmes related to crime scene investigation and safe handling and disposal of substances and equipment used in illicit drug manufacture. Draft substantive guidelines, methods, best practices and procedures and develop related training programmes in specizlized areas of crime scene investigation.
- Prepare/draft a variety of written outputs, such as background papers, analyses, briefings, presentations, regular and ad-hoc reports, studies, responses to internal/external requests for scientific information related to the UNODC forensic and scientific work programme, in particular crime scene investigation and related safe handling and disposal activities. Draft parts, or contribute to the preparation, of progress and assessment reports, appraisals and work plans. Liaise on relevant substantive issues with counterparts in UN and UNODC, both in Vienna and in the field, officials of other organizations and specialized agencies.

Education
An advanced university degree (Master’s degree or equivalent) in organic, analytical or pharmaceutical chemistry, criminology, crime scene investigation, digital forensics or other relevant specialized area of forensic science is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible professional experience in the field of crime scene investigation, cybercrime, digital forensics, drug control or drug analysis are required.

Specialized practical experience in crime scene investigation, evidence collection, drug analysis and related safe handling activities is required.

Working experience in the development and delivery of relevant training material and packages is required.
