**Background**:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.

The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU).

As part of the TNTD, the Strategic Police Matters Unit (SPMU) was set up to assist the participating States upon their request to address threats posed by criminal activity and to support general police development and reform. The SPMU serves as the organization’s main focal point for all OSCE police-related activities.

**The SPMU is composed of nine team members**: Head of SPMU, Deputy Head, six Police Affairs Officers and Administrative Assistant.

**Tasks and Responsibilities**:
Planning, prioritizing, developing, implementing and maintaining projects in response to law enforcement/police issues identified in the course of duty and contributing actively to solutions; Formulating activities/projects of police assistance and/or co-operation, in particular in the field of cybercrime, seeking approval and overseeing the implementation and outcomes;
Drafting policy statements on various police issues as indicated by the Head of Unit for submission to the appropriate authorities, primarily by the TNTD Co-ordinator; examining all aspects of OSCE general police assistance, in order to identify good practice, lessons learned and next steps to be taken with regard to international police co-operation;
Co-ordinating the work of the professional staff in the Unit, and participating in evaluating staff performance as well as overseeing managing material, infrastructure and IT needs in the SPMU;
Co-operating and liaising with staff/mission members, relevant bodies and stakeholders (OSCE delegations, Heads of Institutions, Heads/Chiefs of OSCE field operations) with a view to harmonizing and exchanging information;
Analysing data, identifying the law enforcement needs and drafting analytical papers on cybercrime related issues;
Supporting the Head of SPMU to develop activities/projects in the field of countering cybercrime in response to the relevant Permanent Council decisions in relation to the role of the OSCE in addressing threats posed by criminal activity - cybercrime;
Acting as the primary contact between different departments/units in the OSCE Secretariat regarding budget-related issues as well as procurement-related matters for the Unit;
Reporting on budgetary performance of the Unit and achievement of targets, goals and criteria;
Deputizing for the Head of Unit as delegated and participating in relevant meetings;
Performing other related duties when required.

**Necessary Qualifications**:
Second-level university degree in law or business administration; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree recognized certification/degree in cybercrime investigation and digital forensics is an asset;
A minimum of eight years of diversified and progressively responsible professional police/law enforcement, of which a minimum of five years of international experience in the police co-operation field, demonstrated experience at supervisory/management level;
Substantial operational experience in crime investigations in a law enforcement agency, or judicial and prosecutorial office in relation to cybercrime cases, as well as analysis of information gathered from national and international databases;
Professional fluency in English with excellent oral and written skills; knowledge of other OSCE official working languages is an asset;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
