Project Manager - Transition to Community Control Aboriginal Medical Services Alliance Northern Territory – Darwin NT AMSANT is the peak body for Aboriginal Community Controlled Health Services in the Northern Territory and advocates for equity in health, focusing on supporting the provision of high quality comprehensive primary health care services for Aboriginal communities. Salary packaging up to $15,899.94 pa. About the role AMSANT is leading one of the most significant health reforms in the country — supporting Aboriginal communities to transition to community control of their local health services. We’re looking for a Project Manager who wants to be part of supporting this change on the ground. In this role, you’ll work directly with communities, local health services and government partners to support transitions to community-controlled health delivery. You’ll help communities explore their options, plan for the future, and build the capability needed for long‑term success. You’ll also help AMSANT strengthen its own systems and tools so we can continue to lead transition support across the NT. Responsibilities Community engagement and support Support communities to understand community control and the transition process. Assist with planning and delivering community meetings, consultations and local engagement activities. Help communities and boards identify priorities, readiness needs and aspirations for transition. Ensure processes are culturally safe and community led. Transition coordination Coordinate the end-to-end transition process for communities pursuing community control. Support health services and communities to prepare transition to community control expressions of interest to NTAHF. Contribute to the development and refinement of transition business cases/plans. Track timelines, milestones and decision points across each transition pathway. Liaise with NT Health and NTAHF to progress transition steps. Readiness and capability building Support emerging health services to assess readiness across governance, corporate functions, clinical governance and operational systems. Use existing tools, templates and guidance materials to strengthen readiness. Map readiness gaps across these areas to identify common sector wide capability requirements. Consult with emerging and established ACCHSs to identify priority support needs that may require pooled, shared or regionalised support approaches from AMSANT. Coordinate access to specialist expertise within AMSANT. Contribute to internal capability building so AMSANT can support future transitions. Stakeholder coordination Build and maintain collaborative relationships with communities, health services, NT Health, NTAHF and commissioning partners. Coordinate inter‑agency communication and information sharing. Represent AMSANT in discussions related to community control and transition planning. Provide updates and advice to the PRA Manager, CEO and other internal teams. Project management Develop and maintain clear project plans for each community or transition pathway. Track progress and elevate risks or issues early. Prepare reports, briefings and updates for internal and external stakeholders. Maintain accurate documentation consistent with AMSANT systems and quality processes. Policy, analysis and advice Analyse commissioning frameworks and NT Health structures relevant to P2CC. Provide practical advice to communities and ACCHOs on transition implications. Prepare options and recommendations for AMSANT’s long term role in coordinating or delivering sector wide support and functions for pathways to community control. Contribute to AMSANT policy, submissions and advocacy related to community control. Identify systemic barriers and propose solutions to strengthen transition pathways. Travel and on the ground support Travel to remote communities across the NT to support engagement, planning and readiness activities. Provide facilitation and coordination during onsite visits. Build strong relationships with community leaders, board members and local service providers. Selection Requirements Essential: Experience and Capability Experience in project coordination or project leadership in health, community services, government or Aboriginal community-controlled settings. Strong understanding of service delivery in remote Aboriginal communities including governance and operational considerations. Experience working with Aboriginal organisations or communities including facilitation of meetings and support for decision‑making processes. Ability to coordinate complex multi‑stakeholder projects. Strong problem‑solving skills. High level verbal and written communication skills including briefings and stakeholder materials. Experience developing tools or process guidance for capability building. Strong organisational skills and ability to manage competing priorities. Ability to travel to remote communities in the Northern Territory as required. Understanding of the principles of Aboriginal community control. Ability to work respectfully and in a culturally safe manner with Aboriginal people, communities and organisations. Knowledge of P2CC, commissioning processes or NT Health structures. Experience contributing to business cases or readiness assessments. Understanding of NTAHF processes or regional health planning. Tertiary qualifications in health, social policy, community development, project management or related fields.
