Standards Officer / Senior Standards Officer – Flight Operations Policy - Aboriginal and/or Torres Strait Islander and/or Disability Civil Aviation Safety Authority – Sydney NSW Open position may be offered at either the FO 1 Standards Officer or FO 2 Senior Standards Officer level, depending on qualifications and experience. Both levels require thorough technical knowledge of aeroplane operations, preferably focused on smaller airlines and business jet operators. FO 2 involves more complex and sensitive work with broader CASA operational implications. Standards Officer (SO) Key Duties Conduct detailed research, undertake risk assessments, collect and analyze safety data, and develop safety policies and guidelines that support the preparation of policy proposals. Develop policy proposals relating to flight operations standards and regulatory change matters. Develop consultation advisory documents and post‑consultation decision documents that include analysis of consultation responses. Develop guidance documents that support stakeholders to interpret the intent of legal instruments. Provide technical interpretation, advice and guidance on Australian and international aviation rules and policy within responsibilities. Assist with identifying opportunities for continuous improvement. Establish and maintain professional and effective relationships with other aviation stakeholders pertinent to flight operations. Senior Standards Officer (SSO) Key Duties Conduct detailed research, undertake risk assessments, collect and analyze safety data, and develop safety policies and guidelines that support the preparation of policy proposals. Develop policy proposals relating to flight operations standards and regulatory change matters. Develop consultation advisory documents and post‑consultation decision documents that include analysis of consultation responses. Develop guidance documents that support stakeholders to interpret the intent of legal instruments. Provide technical interpretation, advice and guidance on Australian and international aviation rules and policy within responsibilities. Identify opportunities for continuous improvement. Provide ongoing support and guidance to less experienced employees on standards development and other technical matters relating to flight operations. Establish and maintain professional and effective relationships with other aviation regulatory authorities, foreign government agencies, ICAO and other international organizations as required. Represent CASA in national forums when required. Ideal Candidate – Standards Officer Demonstrated initiative, analytical, problem‑solving, judgment, and decision‑making applying technical knowledge in routine or unusual situations. Ability to work under direct guidance from CASA with established regulatory practices. Stakeholder management on sensitive and complex issues requiring conflict resolution. Foundational working knowledge of Australian aviation safety legislation and guidance materials. Operational experience in flight operations or national aviation authority management. Experience in leading or undertaking technical writing projects. Experience in people leadership and/or management. Demonstrated ability to manage complex project segments. Ideal Candidate – Senior Standards Officer Experience leading policy or standards or regulatory development activities. Initiative, analytical, problem‑solving, judgment, and decision‑making on complex matters. Work under guidance and direction from CASA with regulatory practices. Lead projects with multiple stakeholders on sensitive issues. Comprehensive knowledge of Australian aviation legislation and international bodies (FAA, ICAO, EASA). Operational management experience in flight operations or national aviation authority. Experience in leading or undertaking technical writing projects. Experience in people leadership and/or management. Demonstrated ability to manage complex project segments. Eligibility – Mandatory Requirements 8+ years’ experience in fixed‑wing flight operations. Hold or have held an Australian Air Transport Pilot Licence (Aeroplane) and an instrument rating with multi‑engine aeroplane endorsement; flight instructor rating with grade 1 training endorsement, or equivalent. In‑depth understanding of the Civil Aviation Act 1988 and relevant CASRs, CARs, guidance materials, or similar aviation regulatory regimes. Must be an Australian citizen with required security clearance. Pre‑employment screening, alcohol and drug test, and police record check required. Preferred Office Locations Canberra, Melbourne, Sydney, Brisbane – other CASA offices considered.
