Independent Member - Audit & Risk Committee (ARC) The Tiwi Land Council was established on 18 August 1978, following representation by the Tiwi people to the Federal Government for recognition of their distinct geographic and cultural identity. The Council represents all Tiwi people in the protection of land, sea, and environment, while at the same time supporting sustainable economic development to improve Tiwi lives through employment, income, education and health opportunities. The Council’s reputation is founded on cultural and leadership strengths, following in the footsteps of Tiwi visionary leaders. Position Overview The Tiwi Land Council Audit and Risk Committee plays a crucial role in enhancing the efficiency and effectiveness of Tiwi Land Council resource utilisation. Our committee provides independent assurance and expert advice on Land Council matters such as financial management, performance management, internal controls, risk management, and governance. Operating independently from the Accountable Authority, it supports informed Land Council decision-making, as outlined in its Charter. Role responsibilities Be aware of and understand the ARC’s Charter and role in achieving the Tiwi Land Council’s purpose, vision, strategy, goals and key plans. Maintain awareness of the cultural practices and views of Tiwi traditional Aboriginal owners, as they apply to the purpose and work of the Council. Actively participate in meetings and engage in the work of the ARC to ensure responsible financial management, performance reporting, governance and risk management. Guide the development and monitor the performance of the Council’s internal audit system and priorities, including management information systems and systems to prevent and detect fraud. Guide and monitor the performance of the Council’s framework for ensuring compliance with legislation and other external requirements including financial reporting and accounting policies. Provide timely independent, expert advice to the Accountable Authority on the effectiveness of the Council’s governance arrangements and performance including the establishment and continuous monitoring of a framework for compliance with the law and as prescribed in relevant Council documents (e.g. Risk Management policy documents). Collaborate with the external auditor and provide oversight of internal audit activities. Review strategic management plans, including related performance reporting systems and provide recommendations for improvement to the Council. Other key requirements Attend all scheduled meetings (in person or virtually). Maintain confidentiality and declare any conflicts of interest. Comply with the Tiwi Land Council’s Audit and Risk Committee Charter and complete an annual Disclosure of Interests form. Occasional travel to the community will be expected. The committee meets a minimum of four times a year to fulfil its responsibilities.
