About the Opportunity Blacktown City Council is seeking a City Assets Change and Enablement Lead to coordinate people and projects that deliver the City Assets Future Directions Plan and Better Practice Review recommendations. This is not an IT Change Management role . The focus is on people, culture, and workplace transformation , supporting operational teams through structural, behavioural, and service delivery change. Responsibilities Lead change initiatives that support the adoption of customer‑centric processes, systems, and business improvements. Guide and support changes to job roles and organisational structures. Champion the use of Council’s preferred project management framework. Develop and implement change management strategies that maximise employee adoption and minimise resistance. Coach and mentor others, working closely with the City Assets team to transform our customer service approach. Provide expert advice and leadership to help the team achieve project goals and promote operational excellence. Qualifications and Experience Tertiary qualifications in Business Communications, Organisational Development, Project Management, or related discipline. Change management certification. Minimum 3 years’ experience in end‑to‑end improvement or business transformation project delivery. Strong knowledge of change management principles, methodologies, and tools. Excellent communication, collaboration, and stakeholder engagement skills. Demonstrated project management skills, including planning, prioritisation, and meeting deadlines. Experience with large‑scale organisational change efforts. Strong Microsoft Office skills, particularly MS Project (or related PM software). Current class C driver’s licence. Experience with Prosci ADKAR® Model. Experience working with TechnologyOne, content management, or record management tools. Value stream, workflow, and/or process mapping experience. Understanding of local government, engineering, asset management, or environmental sustainability. Experience working with both executive‑level and frontline staff. A diverse working background across sectors or industries. Remuneration and Benefits Competitive salary (negotiated with the preferred candidate).
