APS5 Tender & Seller Management Officer Davidson Canberra, Australian Capital Territory, Australia Base Pay Range A$54.00/hr - A$62.00/hr About the Company We are working with a federal government client who is seeking an experienced Tender & Seller Management Officer. About the Role This position sits in the Tenders and Seller Management team and is part of the Digital Sourcing Branch. As an APS5 Tenders and Seller Management Officer, you will be part of a team managing end‑to‑end tendering and evaluation processes, and oversee seller lifecycle activities across six marketplaces and panels, supporting approximately 2,800 sellers delivering services and products to Commonwealth agencies. As a Tender and Seller Management Officer, you will assess tender applications, review financial viability, and apply key frameworks such as Foreign Ownership, Control or Influence (FOCI) policy and the Seller Performance Management Framework. The role supports strategic sourcing, risk management, and continuous improvement of supplier relationships while ensuring compliance with Commonwealth procurement rules and policies. Responsibilities Collaborate with internal and external stakeholders to develop tender documentation and manage end‑to‑end panel refreshes or Request for Tender (RFT) activities in line with legislative, audit, and procurement requirements. Coordinate timelines, milestones, and deliverables to ensure successful tender outcomes. Oversee probity management and evaluate tender submissions, including reviewing technical specifications, validating compliance documentation, and scoring against Tender Evaluation Committee (TEC) criteria. Conduct verification checks on tenderers, including financial viability assessments, insurance compliance, and Foreign Ownership, Control or Influence (FOCI) policy requirements, and provide recommendations on applicant suitability. Monitor and report on marketplace or panel refresh status, elevate risks, and advise on corrective actions. Finalize contracts by organising enrolment letters and Head Agreements and facilitate debriefs for unsuccessful applicants. Review seller profiles, offerings, and compliance documentation, and implement the Seller Performance Management Framework to monitor and improve supplier performance. About You Knowledge of Commonwealth Procurement Framework including the Public Governance, Performance and Accountability (PGPA) Act and Commonwealth Procurement Rules (CPR's). Experience in tender evaluation, compliance checks, and financial viability assessments. Experience working on Government tenders or panel refreshes (preferred). Proven high level verbal and written communication skills, including attention to detail. Proficiency in SharePoint, MS Word, and MS Excel for documentation and evaluation. A qualification or relevant experience in Finance, Business, Commerce, Law, Contracts and/or Procurement, Project Management or a related subject. Security Clearance level required: Baseline (or ability to obtain and maintain). Must be an Australian Citizen residing in Australia to be considered for this role.
