About the Treaty Authority The Treaty Authority is an independent entity with a mandate to facilitate the formation of treaties between the State of Victoria and First Peoples in Victoria. The Treaty Authority’s work is grounded in Aboriginal culture, lore and law and led collectively by a panel of five Members committed to Aboriginal self-determination and empowerment. It engages with a broad cross-section of stakeholders, including the State of Victoria, the First Peoples’ Assembly and Traditional Owners in Victoria. The objects of the Treaty Authority’s work are to: Facilitate the journey towards reconciliation, mutual respect and tolerance between First Peoples and other people of the State and to Maintain, promote and advance the self‑determination and empowerment, culture and human rights of First Peoples. About the Role The Treaty Authority is seeking an experienced Senior Treaty Advisor to play a key role in supporting Treaty negotiations and the broader reform journey that benefits First Peoples across Victoria. Working within the Agreement‑Making team, this role contributes to the development of policy, research and strategic advice that supports Treaty negotiations and the work of the Treaty Authority Members. You will engage directly with Traditional Owner groups, help interpret and apply the Treaty Negotiation Framework, and manage complex projects that strengthen the cultural, legal and procedural foundations of Treaty. Key Duties Build and maintain trusted relationships with Traditional Owner groups, peers and senior stakeholders. Provide support and culturally informed advice on the Treaty process, applying the Treaty Negotiation Framework. Lead and manage projects within the Agreement‑Making team. Conduct and present detailed research on policy and Treaty‑related matters to inform decisions. Develop policy options and advice that are culturally strong, legally compliant and solutions‑oriented. Monitor emerging issues, risks and opportunities relating to the Treaty process and Aboriginal communities. Contribute to continuous improvement of internal procedures and external guidance in culturally grounded ways. Selection Criteria Lived experience as an Aboriginal and/or Torres Strait Islander person and deep understanding of Victorian Aboriginal communities. Experience in policy development, analysis or advisory roles, ideally in areas related to Indigenous affairs, legal frameworks or human rights. Strong project management capability and the ability to work independently in complex, fast‑moving environments. Excellent communication skills with the ability to translate complex concepts into culturally sensitive, clear advice. A collaborative, proactive approach and a strong commitment to self‑determination for First Peoples. Willingness and ability to travel regularly across Victoria.
