Overview The NTPF Digital Transformation Program supports the NT Government’s focus on reducing crime and improving community safety. It leads, coordinates and supports projects, tools and initiatives that enhance policing and organisational capability. The Digital Transformation Program includes a mix of directly delivered NTPF projects and externally led initiatives (such as those by DCDD, Territory Families, Health and DLI) that are currently underway, in early scoping or on the horizon. While NTPF is not responsible for delivery of all components, the program provides a coordinated governance model to track budget, dependencies, ensure alignment, and support successful implementation. Scope of Works The Project Manager provides leadership, coordination, and direction for the delivery of assigned projects on behalf of the NT Police Force. The role manages and supports project teams, providing expert advice to ensure successful outcomes aligned with NTPF objectives. It requires a strong focus on planning, delivery, implementation, and adoption, ensuring projects are completed on time, within scope, and to agreed quality standards. Key Duties and Responsibilities Provide high-level leadership, coordination, and oversight for the delivery of in-scope project deliverables. Drive adoption and integration of new systems, tools, equipment, processes, or ways of working into frontline and operational environments, ensuring changes are practical, usable, and accepted by staff. Apply appropriate project management methodologies to ensure strong planning, control, and delivery. Manage risks and issues with a focus on governance, probity, and alignment to policing and organisational objectives. Monitor and report on outcomes to ensure benefits are realised and sustained. Lead change management, training, and communication initiatives to embed new capabilities and support user adoption. Analyse operational, legislative, or regulatory requirements relevant to the project environment. Communicate complex information clearly to diverse stakeholder groups, including technical and non-technical audiences. Provide advice to senior management on progress, risks, and performance. Contribute to other Digital Transformation Program projects or initiatives as required, ensuring consistency of delivery across the broader portfolio. Essential Skills and Experience Minimum of 5 years’ experience leading teams or delivering projects involving organisational, operational, or technology enabled change. Demonstrated ability to plan, coordinate, and manage people and resources to achieve defined outcomes in complex or high-risk environments. Strong knowledge of planning, coordination, risk, and governance disciplines, supported by experience managing projects, complex operations, critical incidents, or organisational change to achieve defined outcomes. Demonstrated ability to balance delivery with adoption, ensuring outcomes are successfully implemented and integrated into operations. Experience leading or supporting change management, training, and user engagement to enable organisational transformation. High-level interpersonal, negotiation, and communication skills, with the ability to engage effectively across diverse stakeholder groups. Experience identifying and analysing operational, legislative, and/or regulatory requirements relevant to the project environment. Personal Qualities required of Candidate High-level written and interpersonal communication skills, including the ability to translate complex issues into plain language for operational staff. Strong focus on adoption and benefits, not just outputs. Ability to work in a large team environment with members of diverse cultures and backgrounds. Behaves in a respectful and professional manner, maintaining high integrity and transparency when delivering work. Promotes teamwork and collaboration by engaging stakeholders and team members.
