As the Principal Procurement Officer, you'll be a key contact for QFD's internal stakeholders – responsible for the procurement governance, sourcing, support services, and management of specialised equipment and General Goods and Services (GGS). With a focus on compliance, you'll ensure you and your team comply with Queensland Procurement Policy and Queensland Government Contracting Frameworks. About Us The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi‑hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and a number of functions supporting community safety outcomes. The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), and the broader department which work together to pre‑empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities while supporting our large volunteer membership across the state. The QFD is an organisation committed to reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through activities identified in the QFD Reframing the Relationship Plan, contributing to Closing the Gap outcomes and building cultural capability. Responsibilities Lead and manage strategic medium to high‑risk procurement projects and ensure positive outcomes to meet client and stakeholder objectives. Manage a team of practitioners to provide sourcing and contract administration services in relation to General Goods and Services procurement and contracts, focusing on identification and realisation of savings and operational benefits. Provide high‑level advice on procurement and contract management matters to facilitate procurement planning and ensure adherence to policy and departmental objectives are achieved. Develop category management strategies and plans, and ensure appropriate governance frameworks and controls are managed for effective procurement and administration activities. Develop and maintain professional relationships with internal and external clients, vendors and staff to ensure procurement services are responsive to current and future needs. Coordinate and manage significant procurement projects in cooperation with key stakeholders, ensuring that risk, probity and transparency requirements are addressed. Prepare and review reports, submissions, briefs and other correspondence relating to complex procurement or contract matters and initiatives, in accordance with department requirements. Manage team functions, encouraging positive teamwork through effective human resource and financial management practices, and development of staff through performance, planning and review. Qualifications Highly desirable requirements Queensland Government Level 4 Purchasing Certification or equivalent. Knowledge and understanding of category management and benefits realisation concepts. Knowledge and understanding of supply chain management, contract law and contract management frameworks. Knowledge and experience in Queensland Contracting Frameworks and supply chain contract management. Role Competencies Vision – Leads strategically; leads change in complex environments.
