IT Organisational Change Manager | Enterprise Change | Transformation Delivery Clearance: Baseline Security Clearance (Mandatory) Contract Length: Initial contract until 7 June 2026 + 3 × 6-months extensions (Based on the Department's discretion) About the Position The Department is seeking a highly capable Organisational Change Manager to uplift enterprise change maturity and embed structured change practices across a centralised Front Door function. This role works across hubs, spokes, delivery teams, and executive stakeholders to enable adoption, drive readiness, and ensure transformation outcomes are realised. You will lead the design and execution of change management strategies, guide teams through impact and readiness assessments, support capability uplift, and ensure communication, training, and engagement activities are aligned to organisational objectives. Key Responsibilities Develop, implement, and maintain enterprise change management strategies and plans. Document current-state and future-state process flows across business units. Integrate change management activities into project and program delivery frameworks. Conduct change impact assessments and organisational readiness evaluations. Engage, influence, and support stakeholders across multiple streams. Manage resistance and ensure ongoing alignment throughout the change lifecycle. Deliver targeted communication plans, messaging, artefacts, and stakeholder updates. Develop and facilitate training programs to uplift knowledge and support user adoption. Provide hands‑on support during implementation phases, including coaching and feedback loops. Establish metrics, adoption measures, and effectiveness reporting mechanisms. Identify, track, and mitigate change‑related risks and issues. Mentor staff, support capability uplift, and promote best‑practice OCM frameworks. What we are looking for Proven experience designing and delivering organisational change management strategies. Strong capability in stakeholder engagement, relationship building, and influencing at all levels. Expertise conducting change impact assessments and readiness evaluations. Ability to integrate OCM activities into structured delivery environments. Experience developing training materials, communication artefacts, adoption plans, and support documentation. Familiarity with change measurement tools and benefit‑realisation techniques. Ability to work closely with program managers, delivery teams, and executive sponsors. Ability to guide teams through change, manage resistance, and support smooth adoption across business units. Prior Government experience in structured transformation or enterprise delivery environments. Experience working within centralised intake/triage or Front Door operating models. Knowledge of learning and development practices supporting behavioural and capability uplift. Background in embedding organisational‑wide change frameworks or maturity uplift initiatives. High‑impact role shaping transformation outcomes across a centralised operating model and an opportunity to lead enterprise‑wide change capability uplift.
