Department of Jobs, Skills, Industry and Regions VIC – Melbourne VIC Ongoing position Usual hours of work: Full time (flexibility may be available) Usual work location: 121 Exhibition Street, Melbourne VIC 3000 (flexibility may be available) The Role As a Manager, Special Investigations, you will be responsible for managing challenging/sensitive investigations into complaints and allegations of fraudulent and/or inappropriate practices of contracted training providers. You will be undertaking targeted, issue-based reviews and investigations of contractual non-compliance, often working closely with other teams across the branch to scope the investigation’s requirements. Using high‑level knowledge of structures, processes and culture of government, the Vocational Education and Training (VET) sector and the department, the Manager, Special Investigations routinely advises senior/key stakeholders on investigations and solutions. This role requires high‑level investigative skills in determining investigation strategies and obtaining evidence. In addition, the role is responsible for reviewing and preparing briefings, recommendations and correspondence based on the findings of investigations and assurance activities. The Manager, Special Investigations exercises strong stakeholder engagement skills through meeting with training providers, the department’s Legal and Legislation and Integrity Services branches, regulatory authorities and Victoria Police to discuss outcomes of investigations and assisting with any enforcement actions. Key accountabilities Provides authoritative expert advice on complex issues within own area. Provides and receives highly complex, contentious or sensitive information where high levels of negotiation, communication and interpersonal skills are required. High level expertise in the field or discipline. Develops briefs on highly complex issues that provide options for decision within an organisation. Represents own work area with external stakeholders and effectively manages feedback. Initiates and manages negotiations with peers (internal and external to work unit) to gain commitment to projects, and delivery of activities to meet timelines. The Team The position Manager, Special Investigations will work within Training Operations and Assurance branch, which sits within Skills and TAFE group. Skills and TAFE (S&T) focuses on enabling Victorians to access the knowledge, skills and attributes they need to participate in today’s workforce, prepare for future jobs, and achieve their educational aspirations. Working in close partnership with the Victorian Skills Authority (VSA), S&T provides leadership and stewardship of a responsive, high‑quality vocational education and training (VET) system. This includes oversight of the Victorian TAFE Network, led by the Office of TAFE Coordination and Delivery (OTCD), and the apprenticeships system, with a strong focus on aligning training with industry needs and strengthening pathways into the workforce. S&T supports lifelong learning and inclusive education through Adult, Community and Further Education (ACFE) and the Learn Local network, helping adult learners progress into further study or work. S&T collaborates across government, industry, education providers, and communities to deliver skills‑focused solutions that improve workforce outcomes and enable businesses to access a skilled workforce.
