Job Description Job Description : Senior leadership opportunity Friendly and dynamic team Permanent part time 17.5 hours per week Fitzroy location About the Role The Director Postgraduate Medical Education provides senior medical leadership and oversight for the Junior Medical Workforce in the Mental Health & Addiction Medicine Program. The role works in partnership with other Clinical and Operational Directors as well as the SVHM Medical Workforce Unit to manage the Junior Medical Staff program including recruitment supervision and support as well as program development in consultation with the RANZCP. The role comes under the leadership of the Clinical Program Director and the General Manager Mental Health & Addiction Medicine Program. The Director Postgraduate Medical Education is a lead role in the operational governance of the Junior Medical Staff (JMS) in the Program. Leadership for Clinical Directors and Consultant Psychiatrists to deliver an excellent Undergraduate and Postgraduate Medical Education program. Ensure compliance with all legislative and regulatory obligations relating to the provision of medical services to consumers and all relevant policies and procedures of the health service including the Mental Health and Wellbeing Act and SVHM programs / services. Facilitate and support JMS engagement with operational activity and performance indicators Negotiating with external services around JMS rotation vacancies or capacity Pastoral care - Registrar welfare especially as relates to work environment training requirements interactions with supervisors This is a unique opportunity for an experienced Consultant Psychiatrist with demonstrated passionate leadership experience Classifications for this position will range from HN18 - HN58 Your Contribution Demonstrated clinical and program leadership skills in relevant settings. Demonstrated leadership in strategic and operational service planning and implementation relevant to the development of the Junior Medical Staff workforce role in clinical services. Excellent clinical skills and extensive consultant experience in the provision of mental health services within public mental health & wellbeing services. Demonstrated understanding and promotion of recovery-oriented practice and co design of mental health services. Demonstrated effectiveness in providing clinical leadership to psychiatrists registrars and members of the multidisciplinary team. A Bachelor of Medicine; Bachelor of Surgery (MBBS) and Fellowship of the Royal Australian and New Zealand College of Psychiatrists (FRANZCP). This includes delivering community and acute Tier 5 Mental Health Services to older youth (aged 18 to 25years). LOCAL WORK ENVIRONMENT St. Vincents Hospital Melbourne (SVHM) Mental Health & Wellbeing Program includes an adult area mental health and wellbeing service for the inner-city areas of Yarra and Boroondara. The adult mental health service components are the Footbridge Community Care Unit (CCU) the 44 bed Acute Inpatient Service (AIS) located on the St. Vincents Hospital site and two-community mental health services (CMHS) at Hawthorn and East Melbourne (Clarendon CMHS). Community mental health services comprise Continuing Care (CCT) Mobile Support and Treatment (MST) Homeless Outreach (CHOPS) Perinatal Emotional Health and Public Housing Tenancy Support (STAY) services. The adult prevention and recovery care (PARC) service provides a short-term intensive residential service with a recovery focus. A Consultation & Liaison Psychiatry Service is provided to the health service. NEXUS Dual Diagnosis Service the Body Image and Eating Disorders Assessment and Treatment Service (BETRS) are regional services. The Community Acute Response Team (CART) is comprised of the Triage and Crisis assessment and Treatment (CAT) service Emergency Department Mental Health (EDMH) and Emergency Department Mental Health & AOD Hub Extended Triage and Hospital Post-Suicidal Engagement (HOPE) services. State-wide services are the Victorian Dual Disability Service the Victorian Transcultural Mental Health Unit and Dual Diagnosis Education and Training Unit. The AIS includes 5 beds designated as the Koori State-wide Inpatient Service and linked to the Victorian Aboriginal Health Service. Position Purpose The Director Postgraduate Medical Education provides senior medical leadership and oversight for the Junior Medical Workforce in the Mental Health & Addiction Medicine Program. The role works in partnership with other Clinical and Operational Directors as well as the SVHM Medical Workforce Unit to manage the Junior Medical Staff program including recruitment supervision support as well as program development in consultation with the RANZCP. The role comes under the leadership of the Director Clinical Services Mental Health & Wellbeing Program and the General Manager Mental Health & Addiction Medicine Program. This position may be shared between two or more position holders by mutual agreement. Position Duties Work effectively in partnership with the Clinical Program Director General Manager Clinical Directors and Group Operational Managers Managers and Consultant Psychiatrists to demonstrate unified and effective leadership for staff. Ensure compliance with all legislative and regulatory obligations relating to the provision of medical services to consumers and all relevant policies and procedures of the health service including the Mental Health and Wellbeing Act and SVHM programs / services Facilitate and support JMS engagement with operational activity and performance indicators Oversight of leave planning (supported by site supervisors / Clinical Directors) and rostering of junior medical staff at SVHM Participate in the consultant out-of-hours roster as required to allow 24-hour specialist skills availability to SVHM When on call be always available by phone and be able to physically attend at a Service Clinic or St Vincents Hospital within 1 hour should the need arise Attend the AIS / Emergency Department / St Vincents Hospital on Weekends Public Holidays and after-hours when rostered on / on call to review all new admissions and review of compulsory consumers Redeployment to priority areas within SVMH as required and with model of care in a public health (including pandemic) context The role encompasses the following regarding RANZCP trainees and the prevocational medical workforce (interns HMOs unaccredited trainees) : Regular Meetings : Monthly registrar meeting Bimonthly Northern Regional Meeting Postgraduate Medical Education Committee (monthly) Second meetings with Clinical Program Director and General Manager Mental Health & Addiction Medicine Bimonthly Junior Medical Advisory Committee (JMAC) meetings Monthly supervisor peer meeting Annual meetings with existing registrars (recruitment and rotation allocation) Ad hoc Meetings : Trainees requiring more support than can be provided by their Supervisors Supervisors who require support Line management issues Special Leave planning (parental LWOP) Tutorials : Friday afternoons - exam focused Role Summary : Recruitment of JMS Facilitating advertisement of vacancies assisting in planning interview panels and interviews reviewing interview questionnaires (scenario based) Shortlisting preliminary interviews - all candidates who make direct contact all current registrars (annual) Position review maintenance of Specialist Training Positions (STP) reports (supported by administrative staff) facilitating contracts (JMS and STP) supporting access to funding streams (PICS STP support) Supervision of specific registrant holders (train in AHPRA module) Rotation Allocation Allocating rotations according to training requirements preference and need Aiming for an equitable balance between service needs and registrar preferences career and skills development (this may include allocating people to roles which will facilitate their development in broad ways even if contrary to their preferences - though this should be transparent) Negotiating with external services around rotation vacancies or capacity (The Melbourne Clinic Eastern Health) Pastoral care - registrar welfare especially as relates to work environment training requirements interactions with supervisors Requires knowledge of organisational chart Connections with People & Culture Skills in electronic systems management (including Kronos Workday) Knowledge relating to RANZCP training program familiarity with InTrain Coordination of tutorial program and exam preparation program with assistance of administrative assistant Detailed knowledge of exam process and ideally experience as examiner Supervisor training Development of targeted learning plans Support and training of supervisors e.g. current focus is on creating familiarity with RANZCP InTrain Problems solving supervisor-trainee issues Supporting service in meeting and maintaining RANZCP training obligations and accreditation as a training program Orientation Development of orientation program delivery of some sessions Selection Criteria Essential Registration license or Qualification Requirements Bachelor of Medicine Bachelor of Surgery or equivalent. Fellowship of The Royal Australian and New Zealand College of Psychiatrists. RANZCP Supervisor status Registration with AHPRA. Demonstrated commitment to clinical teaching and supervision. Ability to participate in both undergraduate postgraduate teaching programs.
