Domestic Aviation and Reform Division
has multiple opportunities available at the EL2 level to implement the Government’s aviation reform agenda.The division is responsible for promoting an efficient, sustainable, safe, competitive air transport system that can meet projected growth and market requirements; and support investment in safe, efficient, and environmentally responsible aviation infrastructure.The air transport program facilitates investment in aviation infrastructure, ensures the aviation industry operates within a clear and robust regulatory framework, and ensures Australian businesses and consumers have access to competitive international and domestic air services, and access to regional and remote areas.The work of the division is varied and dynamic, with vacancies across a number of priority reform areas, including delivering:The Government’s reform to the Sydney Airport demand management scheme,Expanded regional aviation programs as announced in the 2024-25 Budget,On the Future Made in Australia initiatives related to the low carbon liquid fuel priority sector, andFuture regulatory reform initiatives to be announced in the Aviation White Paper.What will you do?Directors, Sydney Airport Demand ManagementWe are looking for people with experience leading the design of legislation and regulations to deliver the Australian Government’s commitment to reform Sydney Airport slot arrangements to improve aviation efficiency and competition. You will be responsible for leading the development of legislative and regulatory drafting instructions, producing high quality regulatory policy advice, and leading engagement with regulated entities.We are also looking for experienced regulators to manage a team of regulatory officers and make regulatory decisions. You will be responsible for leading engagement with regulated entities, monitoring compliance with legislative and regulatory requirements, convening a compliance committee and providing advice to ministers.Director, Regional ProgramsWe are looking for an experienced program manager, with expertise in financial management and governance to support the delivery of the Australian Government’s commitments to regional aviation as outlined in the 2024 25 Budget, including the extension of the Regional Airports Program and the Remote Airstrip Upgrade Program. In addition, you will continue the delivery of existing regional aviation programs to support the critical role aviation plays for regional and remote communities.Alongside your fellow director you will be responsible for leading a team that:Develops guidelines for the new programs and manages, alongside the Business Grants Hub, the application process and the administration of the programs.Manages existing programs under the Regional Aviation Access Program.Develops and implements improvements to the application and reporting processes for regional aviation programs to support government funding being provided to those communities in genuine need and ensuring value for money.Builds effective relationships with the States and Territories and applicants to support the coordinated delivery of regional aviation programs.Directors, Low Carbon Liquid Fuel as part of a Future Made in AustraliaThe Australian Government has announced a new Future Made in Australia Act to anchor a coordinated package of reforms and initiatives which will support the growth of new clean industries that will benefit communities and workers. Low Carbon Liquid Fuels is a priority sector with support initially focused on supporting the sustainable aviation fuels and renewable diesel markets in Australia.We are looking for multiple directors to:Lead consultation with industry, undertake analysis and provide advice to government on the supply and demand side options to support the development of a domestic low carbon liquid fuel industry.Lead analysis on the costs and benefits, and undertake regulatory impact analysis on implementing a low carbon liquid fuel mandate or other demand side options.Lead the department’s involvement in developing a certification scheme to track and monitor the emissions benefits of low carbon liquid fuels.Co-ordinate whole-of-government activities to support the Future Made in Australia low carbon liquid fuel priority sector.Who are we looking for?We are seeking highly motivated, flexible leaders with experience bringing together a team with diverse functions and responsibilities to deliver high quality outcomes.We particularly encourage candidates from diverse backgrounds to apply.To be successful in these roles, you will need to demonstrate your ability to:Manage and provide clear direction, guidance and support to a multi-faceted team to support department outcomes.Achieve results and quality outcomes by showing initiative and leadership, assisting your team to deliver multiple activities and effectively manage competing priorities working to tight deadlines.Utilise exceptional written and oral communication skills, including an ability to translate complex and technical information into easy to understand, accurate material.Maintain productive working relationships and negotiate with stakeholders, both internal and external, on behalf of the department to deliver outcomes, including the ability to influence and support change.Utilise sound judgement and strong analytical thinking and problem-solving skills including the ability to take a strategic perspective and develop long-term plans and solutions.Lead, mentor and develop others to build an effective, high functioning team.A merit pool will also be established from this process and may be used to fill future positions across the division.Eligibility requirementsEmployment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts is subject to conditions prescribed within the
