For more information please visit our website The Opportunity The Humanitarian Logistics Capability (HLC) based in Brisbane plays a vital role in Australias rapid and coordinated humanitarian response across the Indo-Pacific. As MERL (Monitoring Evaluation Research & Learning) Manager you’ll lead the design and delivery of the MERL system ensuring robust data and evidence drive program performance and impact. Reporting to the Partnerships and Performance Lead you’ll manage a small team embed cross-cutting themes and collaborate with leading research partners to deliver contextually grounded insights that support continuous improvement and effective humanitarian action. This is a fantastic opportunity to work as part of the programs leadership and support program performance to ensure humanitarian supplies reach the right people in the right way at the right time. The Program : Humanitarian Logistics Capability (HLC) The Australian Department of Foreign Affairs and Trade (DFAT) Humanitarian Logistics Capability (HLC) facilitates the timely effective and flexible delivery of the Australian Governments humanitarian assistance and emergency relief program around the world providing high quality multifaceted flexible and responsive project management and humanitarian supply chain solutions in support of Australias Humanitarian Emergency Relief activities. The goal of HLC is to facilitate humanitarian action that saves lives alleviates suffering and enhances human dignity during and in the aftermath of conflict disasters and other humanitarian crises. The HLC warehouse in Brisbane maintains the largest stockpile of prepositioned humanitarian emergency relief supplies within the Southern Hemisphere with the capacity to respond to three simultaneous crises and can support at least 11000 families or 50000 people. Tetra Tech International Development as the Implementing Contractor for the HLC will work closely with DFAT other Commonwealth response capabilities international organisations and humanitarian partners to implement HLC operations and activities across all aspects of program management and delivery. Your role Lead the implementation and ongoing refinement of the HLC MERL Framework and Plan providing strategic direction in collaboration with the Program Director Partnerships and Performance Lead and key stakeholders to ensure alignment with DFAT standards and program objectives. Manage a small team (23 staff) fostering an inclusive high-performing environment. Lead the drafting and quality assurance of all MERL deliverables including the Annual Report and other key outputs. Ensure integration of GEDSI Greening Localisation Innovation Partnerships and Indigenous Engagement themes across all reporting. Oversee the development and execution of MERL tools systems and annual work plans. Build and maintain strong partnerships with DFAT research partners and program stakeholders. Design and lead inclusive data collection approaches particularly for last mile distributions ensuring diverse voices are captured and use insights to inform future preparedness and response planning. About You You’re a seasoned MERL practitioner with a strong grasp of DFAT standards and Australias international development priorities particularly in the Pacific. With a background in humanitarian or development work you bring proven experience leading small teams delivering fit‑for‑purpose MERL frameworks and translating evidence into meaningful program improvements. You’re collaborative culturally responsive and committed to inclusive practice able to build trust with diverse stakeholders and communicate complex ideas with clarity. You will possess Demonstrated experience developing and implementing contextually appropriate MERL frameworks and plans. Proven experience leading small teams and cultivating supportive and high-performing team cultures. Excellent understanding and knowledge of DFATs Design and Monitoring Evaluation and Learning Standards and how to apply them in practice. Proven understanding and expertise in cross-cutting themes e.g. GEDSI greening localisation Indigenous engagement and innovation. Outstanding written skills including the ability to write case studies impact stories and reports effectively communicating HLCs progress and results. High degree of cultural and political sensitivity with the ability to navigate diverse contexts.
