Program Director – Portfolio & Financial Management Improvement Program 12-Month Project Opportunity | Large, Complex Infrastructure Environment The Department of Education’s Infrastructure Services Division (ISD) is undertaking significant transformation to uplift infrastructure management practices across one of Queensland’s largest and most complex asset portfolios. With more than $2 billion invested annually and a $40+ billion asset base, this is a critical program driving improved governance, performance, and financial management across the organisation. About the Program The Program consists of three major transformation streams: Portfolio Management Improvement: Enhancing governance, assurance, project planning, lifecycle management and investment prioritisation. Team Integration & Establishment: Establishing PMO model, improving portfolio performance reporting and strengthening capability across project support. Financial Management Improvement: Uplifting capital financial management across the infrastructure portfolio. The Role As Program Director, you will be accountable for the successful delivery of this multi-stream improvement program. You will provide strategic leadership, ensure alignment to organisational objectives, and drive reform that will uplift the Department’s infrastructure management maturity. The Program Director will oversee approximately 20 specialist staff, including project managers, change managers, business analysts, SMEs and program support officers. Key responsibilities include: Strategic Leadership - provide clear program direction aligned with strategic objectives. Program Delivery & Execution - oversee planning, execution and delivery of projects, manage interdependencies with other transformation initiatives, maintain robust governance, reporting and assurance processes. Stakeholder Engagement - manage key relationships with senior executives, build strong relationships across the division and the broader Department. Change & Organisational Readiness - lead change management strategies to ensure the adoption of new processes and systems, work collaboratively to prepare business units for transition. Financial & Resource Management - oversee program budgets, ensuring value for money and efficient resource utilisation, monitor financial performance and ensure compliance Team Leadership - Lead, mentor and inspire a high-performing multidisciplinary team. About You You will be an experienced and influential senior leader with a track record of driving complex change across large organisations, ideally with exposure to public sector environments. You will bring: Extensive leadership experience in large, complex organisations. Demonstrated background in infrastructure management, asset-intensive environments, or portfolio/program/project management. Experience delivering enterprise-wide business transformation or uplift programs. Experience in capital financial management will be highly regarded. Qualifications in infrastructure management, program/project management or business/financial management. Strong problem-solver with attention to detail.
